Job Purpose
The Senior Supply Chain Associate in IOM Burundi, reporting to the Resource Management Officer and Supply Chain Officer, is responsible for managing end-to-end Supply Chain Management (SCM) activities, including procurement and logistics. This role supports the Supply Chain Officer in enhancing coordination between Supply Chain, Programme, and Resource Management Units. The incumbent ensures timely processing of procurement requests, improves tracking of procurement pipelines, and strengthens communication with internal stakeholders to prevent operational delays, thereby contributing to the efficient delivery of IOM's mandate.
Responsibilities
Coordinate procurement actions, including reviewing requests, preparing tender documents, and finalizing Source Selection Plans for complex purchases. Compile and review procurement data, track purchase orders, and support supervisors with high-value purchases. Develop project-based procurement plans to optimize purchasing power and facilitate project implementation. Negotiate terms and conditions, resolve delivery issues, and provide technical guidance on procurement procedures to staff. Liaise with other units to monitor contract renewals and vendor performance. Identify and evaluate local and international suppliers based on quality, price, and reliability. Maintain procurement databases, monitor contractual agreements, and prepare reports. Provide specialized support in asset management, warehousing, insurance, maintenance, and transportation. Coordinate supply chain operations with UN agencies, partners, and government authorities. Train and guide junior SCM staff and participate in inter-agency SCM meetings.
Work Experience
Required: Professional experience in procurement, administrative services, or a related area. Desirable: Experience with an ERP system for purchasing/supply chain, proficiency in data analysis and reporting, experience with IOM/UN procurement rules, and experience in an international, multi-cultural setting. Experience in training and coordinating teams is also beneficial.
Skills
Excellent organizational skills with multitasking ability under time constraints; accuracy and attention to detail. High computer literacy. Ability to work with national and international institutions. Strong report writing, judgment, and negotiation skills. Ability to supervise staff and coordinate administrative activities. Capacity to establish realistic resource requirements.
