Organizational Context

Established in 1951, the International Organization for Migration (IOM) is a leading UN agency promoting humane and orderly migration. IOM has been active in Indonesia for over 40 years, collaborating with government, civil society, and the private sector. The Disaster, Climate and Resilience (DCR) Unit focuses on disaster preparedness, emergency response, and building resilience to displacement drivers. This Programme Officer role reports to the Chief of Mission and oversees regional and country-level DCR programming.

Job Purpose

The Programme Officer - Disaster, Climate Mobility & Resilience (DCR) is responsible for managing, coordinating, and monitoring regional and national DCR programs. This includes overseeing the implementation of climate mobility initiatives in Southeast Asia and IOM Indonesia's DCR programming. The role involves close collaboration with regional specialists and other units to ensure timely delivery of activities and to lead the development of program expansion phases. The incumbent will foster partnerships with governments, the private sector, and academic institutions, promote evidence generation and policy dialogue, and provide technical input for national policy development. Additionally, the role supports liaison and technical cooperation with government counterparts and civil society, strengthens country office capacities on displacement drivers, and integrates institutional guidance and best practices into program implementation.

Responsibilities

Oversee the development and implementation of regional climate mobility programs in Southeast Asia, managing administrative, operational, and financial aspects. Provide operational management, guidance, and technical supervision to program staff, supporting strategic implementation and resource prioritization. Establish and expand relationships with stakeholders in climate mobility, fostering partnerships and innovative financing. Identify program priorities, coordinate the design and development of new projects in response to emerging trends, and communicate key programmatic directions to international stakeholders to maximize impact and stimulate resource mobilization. Monitor progress against strategic objectives and program benchmarks, providing advice on improvements and overseeing the establishment of a Monitoring and Evaluation (M&E) framework. Guide and follow up with country office staff on program implementation, providing technical inputs to climate resilience and humanitarian initiatives. Support staff through technical guidance and capacity-building initiatives, including mentoring and training. Lead initial IOM disaster response deployments and early interventions in coordination with national counterparts and regional departments. Assist the Chief of Mission in developing and strengthening emergency preparedness measures, focusing on disaster risk reduction.

Work Experience

Minimum of three years of international field experience in crisis or complex programming environments, preferably in the Asia-Pacific region, focusing on climate mobility and community resilience. Experience in managing displacement-related programs within the context of climate mobility and disaster resilience initiatives. Extensive experience in donor engagement and liaising with governmental and international institutions. Experience in supervising, directing, and motivating staff, including training and development. Demonstrated experience in program development, management, capacity building, and operational strategies.
