The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration globally. IOM Indonesia, operational for over 40 years, is a significant country office engaged in diverse migration-related activities. This Senior Programme Coordinator role operates under the Chief of Mission, coordinating daily operations for the Regional Cooperation Arrangements (RCA) Programme.
Job Purpose
The Senior Programme Coordinator is responsible for supporting and coordinating the daily operations of the Regional Cooperation Arrangements (RCA) Programme in Indonesia. This involves monitoring and ensuring the delivery of support, protection, and services to approximately 4500 refugees, guaranteeing successful programme implementation aligned with IOM policies, government regulations, and international humanitarian standards. The role emphasizes government collaboration, accountability to beneficiaries, and the development of innovative solutions and problem-solving strategies to enhance programme effectiveness and beneficiary outcomes within the Indonesian context.
Responsibilities
Coordinate the implementation and operational activities of the Regional Cooperation Arrangements (RCA) Programme, including strategy development, activity execution, reporting, and budget management. Supervise the delivery of services and support to beneficiaries, ensuring alignment with programme objectives and organizational standards, and incorporating risk management. Provide expertise in designing and implementing Durable Solutions activities, such as livelihoods development and resilience building. Identify operational challenges and propose solutions to enhance effectiveness. Ensure accountability of mid-level managers through monitoring and evaluation of direct assistance, accommodation, health, protection, and case management. Establish and maintain partnerships with local government, international organizations, donors, and other stakeholders. Identify and promote strategic partnerships and funding opportunities. Represent IOM in relevant forums and participate in technical working groups. Prepare regular reports on programme implementation, operations, government liaison, staff, and financial matters.
Work Experience
Experience managing humanitarian programmes for refugees and asylum seekers internationally. Proven ability to manage multiple sub-offices and multicultural teams. Experience in disaster risk reduction, emergency preparedness, and response. Demonstrated experience in direct donor liaison and operational/field experience in migration-related issues. Extensive experience in public relations and liaising with governmental and diplomatic authorities. Practical experience in IOM administrative and financial management, budget monitoring, and internal control procedures.
Skills
Knowledge of the refugee framework and conventions. Strong management capabilities, particularly in humanitarian assistance. In-depth knowledge of migration-related subject areas. Familiarity with UN and bilateral donor programming. Understanding of resource management rules and regulations. Good computer literacy.
