Job Purpose
The Emergency Coordinator is responsible for overseeing and coordinating IOM's operational responses to humanitarian challenges within the Central African Republic. This involves managing all aspects of emergency-related projects, ensuring their effectiveness, coherence, and adherence to organizational policies. The role is crucial in maintaining IOM's response preparedness, aligning programmatic efforts with common inter-sectoral planning, and coordinating preparedness initiatives. The Coordinator also plays a key part in identifying new emergency response opportunities, developing project proposals, and ensuring timely and accurate information dissemination to stakeholders regarding displacement and mobility trends.
Responsibilities
Coordinate and monitor the implementation of emergency projects, ensuring effectiveness, coherence, and adherence to IOM policies. Collaborate with the Chief of Mission to ensure seamless integration of emergency response with regular recovery and development activities. Enhance IOM's response preparedness by improving coordination, aligning programmatic efforts with inter-sectoral frameworks, and implementing preparedness initiatives. Stay updated on humanitarian policies and international standards, recommending improvements for cross-cutting issues like gender, age, and protection. Ensure timely reporting and preparation of project updates and lessons learned. Guide and supervise emergency project staff, coordinating training to strengthen humanitarian response capacity. Identify new emergency response opportunities and contribute to project proposal development. Provide timely and accurate information on displacement and mobility trends to stakeholders, including donors, and mobilize financial support. Actively participate in inter-agency coordination groups and meetings with government authorities and other stakeholders. Undertake duty travel for assessments, monitoring, liaison, and project development as required.
Work Experience
Experience in IOM emergency programming, including coordination, NFI/shelter, CCCM, DTM, protection, transition & recovery, or preparedness and response. Practical experience in project management, including administrative, financial, procurement, and HR procedures. Experience working in emergency contexts and ability to liaise effectively with government officials, donors, UN personnel, NGOs, and other stakeholders.
Skills
Sound judgment and decision-making abilities in operational problem-solving. Ability to work independently with minimal supervision. Capacity to perform effectively in high-pressure, rapidly changing environments. Proficiency in MS Office suite (Excel, PowerPoint, Outlook).
