Job Purpose
This study aims to analyze the dynamics of return migration in Morocco, leveraging data from the 2024 General Census of Population and Housing (RGPH-2024) and the National Survey on International Migration (ENMI). The purpose is to understand how return migration contributes to labor market transformation, investment, and territorial development. It seeks to identify the profiles and trajectories of returning migrants, the factors influencing their return, their investment behaviors, and their impact on employment and entrepreneurship. The ultimate goal is to propose evidence-based strategies to optimize the economic and social impact of return migration and enhance the integration of returning migrants into national development priorities.
Responsibilities
The consultant will deliver a comprehensive analytical report detailing return migrant profiles, professional trajectories, investment behaviors, and territorial impacts, supported by statistical analysis and maps. A set of maps and graphs will visualize the geographical distribution of returnees, origin countries, return flows, economic potential zones, and investment sectors. An executive summary (policy brief) will highlight key findings and strategic recommendations for policymakers. A PowerPoint presentation will be prepared for stakeholders, and strategic/operational recommendations will be formulated to enhance economic integration and leverage returnee potential. The consultant will also present the findings to stakeholders. Performance will be evaluated based on timely submission of high-quality deliverables, rigorous data analysis, comprehensive coverage of study objectives, and the relevance and operability of recommendations.
Work Experience
Minimum of 7 years of experience in international migration, return migration, mobility, or diaspora research. Demonstrated experience in labor market analysis, entrepreneurship, and investment policies. Experience with national statistical institutions, international organizations, or government bodies is an asset. In-depth knowledge of the Moroccan migration context is highly desirable.
Skills
Proficiency in advanced statistical analysis methods. Experience with census data (RGPH) and migration surveys (ENMI). Expertise in statistical analysis and data visualization tools (SPSS, R, Stata, Python). Proven skills in cartography and GIS. Excellent report writing and policy brief drafting abilities. Fluency in French and Arabic. Ability to communicate complex findings to diverse audiences. Capacity to formulate clear, operational, and evidence-based strategic recommendations.
