Equeue Business Process Analyst (BPA) Consultant
Organizational Context
Established in 1951, IOM is the leading UN agency for migration, promoting humane and orderly migration globally. The project "EU Support to Strengthening IBM in Ukraine" aims to enhance Ukraine's trade facilitation and economic recovery by improving border crossing point operations and supporting Ukrainian border and migration authorities amidst the ongoing conflict. The role contributes to the Migration and Border Management Programme.
Job Purpose
This role supports the development and maintenance of the "eQueue" ICT solution for queue management at International Automobile Border Crossing Points (IABCPs) in Ukraine. The purpose is to ensure the uninterrupted operation, regular maintenance, and enhancement of the eQueue system, aligning with national legislation. The position contributes to Ukraine's trade facilitation and economic recovery by optimizing border crossing processes and supporting the resilience of border and migration authorities during the conflict. The role involves analyzing business processes, developing optimized models, and ensuring the system meets stakeholder requirements.
Responsibilities
Provide comprehensive support for the continuous operation, maintenance, and development of the "eQueue" ICT system for border crossing points, ensuring compliance with national laws. Analyze business processes related to international transportation, border control, and customs, collecting data to enhance the eQueue system's functionality. Develop optimized models and improved business processes for queue management within the eQueue system. Create interface models, interactive forms, and user stories. Maintain the project backlog and develop project documentation, including technical requirements and terms of reference for the eQueue mobile app and website enhancements. Facilitate communication with government agencies, partners, businesses, and end-users to clarify requirements. Submit monthly progress reports to IOM, including narrative updates and financial estimations.
Work Experience
Requires over four years of managerial experience in IT, with a focus on business process digitalization. Experience in business process analysis, modeling, technical documentation, and developing terms of reference, technical requirements, and specifications for ICT products is essential. Familiarity with UML, BPMN diagramming, and document creation (SRS, SVS, Roadmap) is necessary. Knowledge of the regulatory framework for international automobile transportation is an asset.
Skills
Proficiency in software design, development, and deployment processes. Ability to structure information systems and identify appropriate technologies and software solutions. Experience with UML, BPMN diagramming, and document creation (SRS, SVS, Roadmap). Familiarity with Notion, Jira, and Confluence. Experience using interface modeling tools such as Axure and Figma. Knowledge of the regulatory framework for international automobile transportation is beneficial.
