CON 2026/24 - Local Consultants To Support Municipalities For Creation Of Municipal Action Plan For The Migration And Diaspora Structures At The Municipal Level (2 Positions).

Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. In Albania, IOM is implementing a project funded by the UK Government to strengthen local capacities for migration management. This involves supporting municipalities in developing action plans to address emigration, promote internal employment, reintegrate returnees, and engage the diaspora, contributing to balanced national development.

Job Purpose

This consultancy aims to support municipalities in Albania in developing comprehensive Municipal Action Plans on Migration and Diaspora. These plans will align with national policy frameworks, local development priorities, and project objectives, fostering effective, coordinated, and sustainable migration governance at the local level. The role involves operationalizing Migration and Diaspora Structures (MDS) and improving local migration governance. The objective is to strengthen local capacities to manage migration and diaspora matters, promote employment for internal migrants, reintegrate returned migrants, encourage diaspora investments, and reshape the narrative on migration, ultimately contributing to more coherent and inclusive migration governance in Albania.

Responsibilities

The consultant will conduct a comprehensive assessment of existing capacities, service delivery systems, and institutional gaps within municipal migration structures. This includes analyzing local migration dynamics, internal mobility, returnee needs, and diaspora engagement opportunities. A key responsibility is developing a standardized methodology and template for Municipal Action Plans and providing tailored technical support to 12 municipalities in drafting these plans. This involves ensuring alignment with national strategies and sustainable development principles. The role also requires facilitating inclusive stakeholder consultations with municipal authorities, civil society, the private sector, and diaspora actors, integrating their feedback into the plans. Additionally, the consultant will provide capacity-building support to municipal staff on migration governance and action plan implementation, and coordinate closely with the IOM project team, ensuring timely submission of deliverables in English and Albanian.

Work Experience

A minimum of three years of relevant professional experience is required in areas like local governance, migration governance, and public/private sector engagement. Proven experience with government institutions, inter-agency coordination, or policy development is necessary. Experience in management, stakeholder engagement, report writing, and presentations is also needed. Familiarity with migration dynamics and municipal service delivery in Albania is highly desirable.

Excellent analytical and strategic thinking abilities for identifying needs and proposing solutions. Proficiency in developing standard operating procedures (SOPs), coordination frameworks, and capacity-building materials. Ability to facilitate workshops and meetings. Strong reporting and documentation skills, with the capacity to produce clear recommendations. Ability to maintain accuracy and confidentiality.
