Job Purpose
The National Programme Officer (Border Management, Returns, Readmission) in IOM Finland supports and coordinates the development, implementation, monitoring, and reporting of project activities related to border management, returns, and readmission. This role operates under the supervision of the Head of Office, in collaboration with IOM Finland units and Regional Thematic Specialists. The purpose is to ensure effective project execution, contribute to IOM's mandate of promoting orderly migration, and provide essential services and advice to governments and migrants within the Finnish context.
Responsibilities
Coordinate and monitor operational, administrative, and financial aspects of projects, ensuring compliance with IOM policies and donor requirements. Inform supervisors on project status, identify implementation gaps, and propose improvements. Participate in developing work plans, budgets, and monitoring tools. Collect, verify, and analyze data, updating information systems and communication platforms. Prepare and disseminate timely project reports. Liaise with donors, partners, UN agencies, and government counterparts. Contribute to planning and delivering capacity-building activities. Attend relevant meetings and forums. Prepare concept notes, proposals, and communication materials. Supervise and provide technical guidance to project staff. Undertake duty travel for project implementation and monitoring.
Work Experience
Experience liaising with governmental authorities, international institutions, UN agencies, and NGOs. Experience working with migrants, particularly in border management, returns, readmission, refugees, IDPs, and victims of trafficking. Proven experience in project management and results-based management, including donor reporting. Prior experience in a multicultural setting with humanitarian organizations is advantageous.
