Organizational Context

The International Organization for Migration (IOM) in Mauritius and Seychelles seeks a National Project Officer (NO-B). This role operates under the Chief of Mission, coordinating with regional and headquarters units. The officer supports and coordinates project development, implementation, monitoring, and reporting activities for both country offices.

Job Purpose

The National Project Officer (NO-B) is responsible for supporting and coordinating the full lifecycle of projects within IOM's Mauritius and Seychelles Country Offices. This includes crucial activities such as project development, effective implementation, diligent monitoring, and accurate reporting. The role requires close collaboration with the Chief of Mission, Regional Thematic Specialists, and Headquarters divisions. A key aspect of the position involves engaging with diverse stakeholders, including United Nations agencies and other development partners, to ensure successful project outcomes and alignment with organizational objectives and donor requirements. The officer plays a vital role in advancing IOM's mandate in the region through strategic project management and stakeholder engagement.

Responsibilities

The National Project Officer will coordinate overall project implementation, overseeing financial, administrative, and technical aspects in compliance with IOM policies and donor requirements. This includes providing operational guidance and technical supervision to project staff, assisting with programmatic strategy, and monitoring progress against objectives. The role involves developing and implementing a Monitoring and Evaluation (M&E) framework, identifying project development priorities, and contributing to new project proposals by assessing local contexts. The officer will supervise project staff, consultants, and implementing partners, and organize capacity-building activities for various stakeholders. Responsibilities also include liaising with government entities, UN agencies, and other partners, managing project information, drafting progress and financial reports, and representing IOM in relevant forums and working groups. Undertaking duty travel for coordination and monitoring is also required.

Work Experience

Required experience includes programme conceptualization, monitoring, reporting, and evaluation; project development and capacity-building; liaising with governmental and international institutions; familiarity with financial and business administration; understanding of migration issues; organizing stakeholder consultations; knowledge of migration subject areas; and familiarity with UN and donor programming.
