The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. The Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) programme, funded by the Dutch Ministry of Foreign Affairs, will operate in Iraq from July 2026 to June 2031. It aims to address barriers faced by vulnerable IDPs, returnees, and host communities in accessing services and durable solutions across Ninewa, Anbar, and Salah al-Din Governorates, with national engagement in Baghdad.
Job Purpose
This consultancy supports the three-month inception phase of the INSPIRE programme in Iraq. The primary purpose is to provide specialized technical expertise to develop a comprehensive Inception Report. This report will include a detailed Year 1 Intervention Plan and a five-year Strategic Impact Monitoring Framework, ensuring the programme is evidence-based, context-sensitive, and strategically targeted from its outset. The consultant will facilitate data integration, stakeholder consultations, and a validation workshop, contributing to the effective design and implementation of the programme aimed at improving access to services, fostering community resilience, and enhancing government capacity for displaced populations and host communities.
Responsibilities
The consultant will provide senior-level technical advisory support for the INSPIRE Inception Report. Key responsibilities include conducting a desk review of relevant data, developing and implementing a stakeholder consultation methodology across target governorates, and performing a funding and intervention mapping exercise to identify gaps. The consultant will analyze displacement data, develop a strategic Year 1 Intervention Plan with prioritized locations and beneficiary targeting, and create a five-year Strategic Impact Monitoring Framework. Additionally, the role involves supporting the facilitation and documentation of a validation workshop with key stakeholders and incorporating feedback to finalize the Inception Report.
Work Experience
A minimum of 7 years of professional experience in programme development, project design, or research within humanitarian, stabilization, or development contexts is necessary. Demonstrated experience in developing strategic frameworks for complex, multi-sectoral programmes in conflict-affected settings is essential. Proven experience in stakeholder consultations and field assessments in challenging environments, ideally in the MENA region, is also required.
Skills
Excellent analytical and writing skills for synthesizing complex data into actionable recommendations. Strong facilitation and stakeholder engagement abilities, including workshop facilitation. Proficiency in data analysis and presentation. Ability to work independently, manage multiple tasks under pressure, and meet deadlines.
