The Head of Resources Management Unit, reporting to the Chief of Mission, is a senior management team member. This role advises on strategic resource management, financial sustainability, operational governance, and enterprise risk management, ensuring optimal resource utilization for programmatic impact and donor confidence.
Job Purpose
The Head of Resources Management Unit serves as a principal advisor to the Chief of Mission, providing strategic direction and leadership across finance, human resources, and all resource management areas. The role is crucial for ensuring Country Office resources are planned, allocated, and utilized effectively to maximize programmatic impact, maintain full compliance, and strengthen donor confidence. It drives a forward-looking approach to financial management, integrating risk management, performance monitoring, and resource optimization into organizational planning and decision-making processes, thereby contributing to the overall operational effectiveness and sustainability of IOM's mission.
Responsibilities
The Head of Resources Management Unit provides strategic leadership and advisory services, shaping integrated resource management strategies and policies to align with programmatic goals and ensure long-term sustainability. Key responsibilities include overseeing all financial management aspects, such as budgeting, forecasting, and reporting, while ensuring robust internal controls and compliance with regulations. The role also involves providing oversight to human resources, driving resource optimization for value-for-money, and managing risks across the portfolio, including financial, operational, and reputational risks. Furthermore, the position oversees essential resource management functions like supply chain and ICT, ensuring systems are efficient, scalable, and compliant. Leadership in developing and managing the operations team, building national staff capacity, and fostering collaboration between teams are also critical duties, alongside engaging with donors and partners on financial and operational matters.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, and supply chain. Experience with Enterprise Resource Planning (ERP) systems, risk management, and internal control frameworks is essential. Demonstrated managerial experience, including team leadership and performance management in complex environments, is crucial. Experience in emergency operations, monitoring and evaluation, or audit is advantageous.
Skills
Key skills include the ability to work effectively with government and international officials, act independently with sound judgment, and perform under pressure. Proficiency in preparing clear reports and providing strategic advice to senior management is necessary. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous, and experience with ERP systems (like Oracle) is highly desirable.
