Job Purpose
This role supports the implementation and development of Labour Migration (LMI) and Migration, Environment, and Climate Change (MECC) programs in Côte d’Ivoire. The incumbent will coordinate with government counterparts, development partners, and stakeholders to foster strong partnerships. Key contributions include knowledge production, policy and strategy development, and effective program implementation aligned with IOM standards and national development priorities. The position aims to ensure the efficient execution of projects, capacity building of teams, and the achievement of program objectives in line with IOM's mandate and donor requirements. The role also involves identifying new project opportunities and contributing to fundraising efforts, ensuring that migration is managed humanely and orderly for the benefit of all.
Responsibilities
Key responsibilities include planning and coordinating project implementation, ensuring timely execution and capacity building of teams. The role involves liaising with government focal points, UN agencies, and stakeholders to maintain partnerships. The incumbent will supervise project staff, provide technical support, and enhance their skills in planning and field operations. Identifying new project opportunities aligned with donor priorities and IOM's mandate is crucial, as is supporting research and analysis to refine program strategies and enhance evidence-based decision-making. Financial and administrative support for projects, including reporting and contract management, is required. Effective information management, data collection, and reporting are essential, as is coordinating meetings and workshops with stakeholders, with a focus on capacity building. Field missions will be conducted for project monitoring and evaluation, identifying capacity gaps, and proposing corrective actions. Professional travel for project follow-up and stakeholder engagement is expected.
Work Experience
Experience is required in program implementation, coordination, or support in areas such as migration governance, labour migration, climate-related mobility, or development programs. Experience in coordinating with stakeholders, including government institutions and implementing partners, is necessary. Research, analysis, and report writing experience, along with project monitoring and evaluation skills, are essential. Familiarity with the Results-Based Management (RBM) approach is beneficial. Excellent communication, negotiation, and partnership management skills are required. Experience with UN agencies or international organizations is an asset.
Skills
Proficiency in migration governance, labour migration, and/or the nexus between migration, environment, and climate change (MECC). Ability to collaborate effectively with diverse stakeholders in a multi-sectoral environment. In-depth knowledge of migration-related thematic areas within the Organization's mandate. Familiarity with UN and bilateral donor programs, particularly in immigration management and border governance. Strong understanding of financial rules, procedures, and compliance requirements for international program management.
