Job Purpose
The Business Development Officer plays a crucial role in advancing the strategic objectives of the IOM Sub Regional Office for Southern Africa. The primary purpose of this role is to strengthen the sub-region's portfolio of initiatives and partnerships, enhance resource mobilization efforts, and improve institutional positioning. This involves providing technical guidance and support to Country Offices, collaborating with regional and HQ departments, and external partners to improve the design, development, and strategic positioning of programs and proposals. The role emphasizes developing and disseminating strategic analyses, lessons learned, and tools to inform business development across the region, ensuring coherent messaging and alignment of resource mobilization priorities with donors and partners.
Responsibilities
Key responsibilities include contributing to strategic resource mobilization by identifying funding opportunities and guiding prioritization across Southern Africa. The role involves providing technical guidance on project development and portfolio quality, coordinating the review of concept notes and proposals to ensure alignment with IOM frameworks and donor requirements. Supporting external engagement and partnership development by participating in key forums and cultivating relationships with donors and partners is essential. The officer will guide and support Country Offices in strengthening their business development capacity, including portfolio prioritization and pipeline development. Coordination of resource mobilization priorities across Country Offices and promoting the use of data and evidence in business development processes are also key. Additionally, the role involves developing and institutionalizing tools and knowledge products to enhance business development practices and monitoring regional trends to provide strategic advice to leadership.
Work Experience
Requires solid experience in resource mobilization, program development, donor engagement, and advisory support. Experience in Project Cycle Management (PCM) and Results-Based Management (RBM) is necessary. Experience with migration issues, including operational and field experience, and IOM project development/management is also required. Familiarity with liaising with governmental authorities, donors, and other institutions is essential.
Skills
Strong analytical, drafting, coordination, and stakeholder engagement skills. Excellent team-building and coordination abilities. Knowledge of proposal writing, IOM project management, donor agreements, and the project management cycle.
