The Central Mediterranean Route is perilous, with significant protection concerns for vulnerable migrants in Libya. The Voluntary Humanitarian Return (VHR) program provides essential support to stranded individuals, operating on a rights-based, protection-centered approach.
Job Purpose
The Senior Protection Associate (GBV) will support the implementation of Gender-Based Violence (GBV) prevention, response, and risk mitigation activities under the supervision of the AVM Programme Manager and GBV Officer. This role is crucial for addressing the significant protection concerns on the Central Mediterranean Route. The incumbent will integrate child protection and community-based protection into GBV programming, contributing to the identification, support, and referral of survivors. Key functions include facilitating outreach, awareness-raising initiatives, and ensuring a survivor-centred, rights-based approach in all programming, aligning with IOM's commitment to vulnerable migrants.
Responsibilities
Assist the GBV and Child Protection Officer in implementing GBV programming, providing technical guidance and monitoring consistency. Coordinate with internal units and external partners to mainstream GBV risk mitigation and response. Participate in GBV sub-sector and inter-agency coordination forums. Plan, implement, and monitor GBV activities, supervising case referrals and ensuring adherence to survivor-centred principles. Conduct intake, risk assessments, safety planning, and referrals, verifying ethical and efficient case handling. Support the implementation and monitoring of survivor-centred, rights-based approaches. Build and maintain partnerships with external service providers for survivor support. Design and deliver awareness-raising and prevention activities. Facilitate GBV training sessions for staff and partners. Ensure GBV service mapping and referral pathways are updated and compliant. Provide regular updates, analysis, and contributions to donor reports and internal briefings. Adhere to core protection principles, IOM’s gender equality commitments, and PSEA policies.
Work Experience
Requires a minimum of four years of professional experience in protection and assistance to vulnerable populations, including experience in GBV case management, protection service delivery, or community outreach in humanitarian or development contexts. Demonstrated understanding of survivor-centered approaches and GBV guiding principles is essential. Strong organizational, problem-solving, and communication skills are necessary.
Skills
Knowledge of Case Management Software. Experience in developing and implementing emergency response plans. Fluent in English and Arabic (written and spoken). Good knowledge of MS Office applications (Excel, Word, Outlook). Knowledge of French is an advantage.
