Job Purpose
The Information and Communications Technology (ICT) Associate's primary purpose is to provide specialized technical support for the Migration Information and Data Analysis System (MIDAS) within the country. MIDAS, developed by IOM's Immigration and Border Governance (IBG) Division, is a crucial border management information system enabling States to collect, process, store, and analyze traveller information at borders. This role ensures the effective implementation, seamless operation, diligent maintenance, and comprehensive user support of MIDAS. The Associate will work under the overall supervision of the Head of Office and direct supervision of the Project Officer, coordinating closely with the MIDAS Team in Headquarters. This contribution is vital for strengthening national capacities in migration and border management through robust ICT infrastructure and continuous support, thereby enhancing governments' ability to meet complex migration and border management challenges. The role directly supports IOM's mandate to promote humane and orderly migration by ensuring the reliability and efficiency of critical data management systems.
Responsibilities
The ICT Associate will provide technical input for MIDAS project plan development and implementation, supporting technical and performance assessments and report preparation. This includes attending technical meetings with government counterparts to discuss implementation, needs, maintenance, and troubleshooting, assisting in documenting system requirements, and relaying customization requests to the MIDAS HQ Team. The role involves preparing hardware and software procurement requirements, coordinating technical infrastructure activities at Border Crossing Points (BCPs), and assisting with MIDAS workstation and server installation, configuration, and testing. The Associate will participate in and deliver MIDAS installation and user trainings, support roll-out at BCPs, including data management, backup, database upgrades, and monitoring, while providing regular capacity building to users and administrators. Key duties also include offering troubleshooting support, ensuring knowledge transfer, collecting user feedback, and communicating enhancement requests to HQ. Furthermore, the Associate will support government counterparts in monitoring system use and operation, contribute to the MIDAS Maintenance Plan, provide technical inputs for project development, and coordinate with the MIDAS HQ Team for upgrades, trainings, and troubleshooting. Duty travel may be required.
Work Experience
Candidates must have strong experience in ICT equipment, systems, and networking troubleshooting, including VPN and Firewall setup (e.g., CISCO devices). Demonstrated experience in user training and providing ICT support for software end-users is essential. Knowledge of web server setup and management (e.g., IIS) is required. Experience with object-oriented programming (.NET, C#, Java, Python), client-server applications, and SQL Server 2014+ is advantageous, as is knowledge of migration and border management information systems. Regional work experience is an asset.
