Senior Child Protection Associate
Organizational Context
IOM, established in 1951, is a UN agency promoting humane and orderly migration. In Libya, the Central Mediterranean Route presents significant protection concerns for vulnerable migrants. The Voluntary Humanitarian Return (VHR) program provides essential assistance to stranded individuals, operating with a rights-based, protection-centered approach. This role is based in Tripoli, supporting child protection interventions.
Job Purpose
This Senior Child Protection Associate role supports IOM Libya's child protection interventions, operating under the direct supervision of the GBV and Child Protection Officer. The position involves regular monitoring of child protection projects and activities, providing crucial feedback to program managers. The incumbent will contribute to ensuring a rights-based and protection-centered approach for vulnerable children and migrants transiting or residing in Libya. This includes supporting case management, referrals, and the implementation of return procedures, all while adhering to IOM's commitment to humane and orderly migration and the well-being of all individuals assisted.
Responsibilities
The Senior Child Protection Associate will assist in operational planning for child protection interventions, supervise and manage child protection staff, and coordinate daily visits to urban areas, IDP camps, and detention centers. Responsibilities include reviewing and assigning cases, implementing case management plans, and supervising caseworkers in conducting and revising Best Interest Assessments/Determinations (BIAs/BIDs). The role involves supporting referrals to partners and other IOM departments, flagging and coordinating VHR for vulnerable cases, and providing training and mentoring to staff on case management and protection principles. Additionally, the associate will support partnership-building with local stakeholders, update service mappings, organize protection activities, and assist with logistical arrangements. They will also contribute to developing SOPs and reports, maintain protection records, and serve as an escort for individuals involved in protection cases, ensuring adherence to protection principles and IOM policies.
Work Experience
Required experience includes supervising staff members and direct experience in the field of child protection and humanitarian emergency response.
Skills
