Job Purpose
The Programme Officer (WASH) is responsible for supporting the implementation and monitoring of Water, Sanitation, and Hygiene (WASH) activities within IOM's Rohingya camps in Cox's Bazar. This role contributes to the organization's mission of promoting humane migration and providing essential services to displaced populations. The officer will ensure that WASH projects align with the overall emergency response plan and organizational objectives. By providing technical oversight, managing resources, and coordinating with various stakeholders, the position aims to deliver effective and high-quality WASH interventions, ultimately improving the living conditions and health of the affected population. The role also involves contributing to resource mobilization efforts and ensuring compliance with donor and organizational requirements.
Responsibilities
The Programme Officer (WASH) will contribute to the development and execution of the WASH strategy, ensuring projects meet scope, time, and budget requirements. Responsibilities include supporting resource mobilization by providing project information for proposals and donor engagement, and assisting in contingency planning for emergencies. The role involves technical oversight of WASH infrastructure, including reviewing specifications and BoQs, and assessing progress to ensure quality and compliance. Financial monitoring of project budgets and adherence to guidelines are crucial. The officer will mentor and manage supervised staff, resolve team conflicts, and plan/supervise procurements in coordination with logistics units, including contract management and final payments to contractors. External coordination involves liaising with the WASH Cluster, other agencies, and authorities to ensure IOM's activities are well-coordinated and compliant. Internal coordination with IOM support units and inter-sectoral programs is also required. Effective communication with all stakeholders, regular monitoring and evaluation of project implementation, and integration of cross-cutting issues like GBV and AAP are key duties. The officer will also perform other assigned duties.
Work Experience
Required experience includes implementing WASH activities in developing countries, particularly in humanitarian crises and emergency responses. Experience in the region is advantageous. The role also requires experience in designing and implementing WASH infrastructure, including contract management, and in executing activities that involve hygiene promotion.
Skills
Key skills include excellent Monitoring and Evaluation (M&E), managerial, and organizational abilities. The candidate must be able to work with limited supervision and effectively collaborate with donors, local authorities, stakeholders, beneficiaries, and the community to achieve objectives.
