This role, under the Chief of Mission and Chief Migration Health Officer, is based at the Migration Health Assessment Centre (MHAC) in Dushanbe, Tajikistan.
Job Purpose
The Migration Health Physician ensures the efficient daily operations of the Migration Health Assessment Centre (MHAC) in Dushanbe, Tajikistan, under the supervision of the Chief of Mission and Chief Migration Health Officer. This role is crucial for coordinating and conducting comprehensive migration health assessments, fulfilling the technical requirements of resettlement countries. The physician oversees a wide range of medical services, including examinations, imaging, laboratory testing, vaccinations, and TB management, ensuring accuracy and strict compliance with established national and international guidelines. They are responsible for contributing to and maintaining a robust system of quality improvement for all service areas within the MHAC, undertaking regular quality control activities, and ensuring proper reporting and management of incidents. The position plays a vital role in safeguarding the health of migrants and supporting orderly migration processes by providing essential medical services, managing health data, and ensuring effective treatment and referral pathways. This contributes significantly to IOM's mandate of promoting humane and orderly migration for the benefit of all, ensuring migrants receive appropriate care throughout their journey.
Responsibilities
The Migration Health Physician is responsible for ensuring the efficient daily operations of the Migration Health Assessment Centre (MHAC) in Dushanbe, coordinating the comprehensive migration health assessment process. This includes overseeing medical examinations, imaging, laboratory testing, vaccinations, TB management, treatment, referrals, pre-departure procedures, medical movements, and accurate documentation, all in line with resettlement country requirements. The role involves ensuring proper identification of refugees and migrants, recording health information accurately, and managing TB cases and sexually transmitted infections for effective treatment. The physician also oversees the accurate provision of immunization and presumptive treatment programs, ensuring full compliance with technical guidelines, and supports counselling activities. A key duty is to contribute to and maintain a robust quality improvement system for all MHAC service areas, undertaking regular quality control activities, implementing SOPs, and managing incidents. The physician organizes systematic collection, processing, and analysis of migration health data, ensuring data quality and timely reporting, including entry into MiMOSA. Furthermore, the role involves overseeing financial aspects of the MHAC, coordinating procurement of medical supplies, preparing administrative reports, and supporting mobile missions and pre-departure activities. Maintaining collaborative relationships with internal and external partners, such as other health providers, embassies, and UN agencies, is essential for facilitating follow-up and information sharing. Medical escort duties may also be required.
Work Experience
At least four years of professional continuous clinical experience is required, preferably in a multidisciplinary hospital setting, with the last clinical posting within the last three years. Candidates must possess good knowledge of clinical medicine, excellent bedside manner, and knowledge of patient safety and infection prevention and control.
