The International Organization for Migration (IOM) is a leading inter-governmental organization promoting humane and orderly migration. Job Purpose
This consultancy aims to finalize and operationalize guidelines and Standard Operating Procedures (SOPs) for the sustainable reintegration of returning Cambodian migrant workers. The role involves updating existing draft guidelines based on stakeholder feedback and recent developments, and developing clear SOPs to define roles and responsibilities for effective implementation. Additionally, the consultant will design and deliver training sessions to relevant in-country stakeholders to ensure the practical application of these tools. The ultimate goal is to strengthen the protection and empowerment of migrant workers throughout their migration journey, maximizing the socio-economic benefits of labour migration for Cambodia.
Responsibilities
The consultant will be responsible for finalizing the "Guidelines on Sustainable Reintegration of Returning Migrant Workers" through stakeholder consultations and validation workshops. This includes reviewing and updating the draft to reflect current trends. Concurrently, the consultant will develop Standard Operating Procedures (SOPs) to operationalize these guidelines, clearly defining roles, responsibilities, and coordination mechanisms among various government ministries and civil society organizations. Furthermore, the consultant will design a comprehensive training curriculum based on the finalized guidelines and SOPs, and subsequently deliver four training sessions to relevant in-country stakeholders in Phnom Penh and key border provinces. Key deliverables include updated guidelines, developed SOPs, a training curriculum, and training completion reports.
Work Experience
A minimum of five years of professional experience in migration, immigration, or border management is required, with demonstrated expertise in developing training curricula and materials. Experience in capacity-building programs, including design, delivery, and evaluation of training for institutional settings, is essential. Proven ability to collaborate with diverse stakeholders, including UN agencies, NGOs, CSOs, and government institutions, is necessary. Prior experience with IOM or another UN agency is advantageous.
Skills
Excellent communication, interpersonal, analytical, and report-writing skills in English are required. The ability to produce clear, rights-based, and practical outputs is essential. Candidates must demonstrate the ability to work independently with minimal supervision, exhibit personal commitment, efficiency, and flexibility, and be gender-sensitive and culturally aware. A sound understanding of professional ethics, client-oriented approaches, and knowledge of Cambodia’s border management and migration context is also necessary.
