Organizational Context

The International Organization for Migration (IOM) in Cambodia is seeking a Consultant to finalize guidelines and develop Standard Operating Procedures (SOPs) for the sustainable reintegration of returning migrant workers. This initiative, funded by the EU, aims to enhance protection and empowerment for migrant workers throughout their journey, aligning with national labor migration policies and addressing challenges faced by returnees.

Job Purpose

The Consultant will lead the initiative to update and finalize the draft Guidelines on Sustainable Reintegration of Returning Migrant Workers, ensuring they align with the Ministry of Labour and Vocational Training (MLVT) feedback and current regional developments. This involves developing comprehensive Standard Operating Procedures (SOPs) to operationalize the Guidelines, clearly defining roles and coordination mechanisms among stakeholders. Furthermore, the Consultant will design and deliver a tailored training curriculum to relevant in-country stakeholders, supporting the effective rollout of the Guidelines and SOPs. The ultimate goal is to strengthen the sustainable reintegration of Cambodian migrant workers, maximizing the benefits of labor migration for individuals, families, and the nation.

Responsibilities

The Consultant will be responsible for finalizing the Guidelines on Sustainable Reintegration of Returning Migrant Workers by conducting stakeholder workshops for input and validation. They will develop clear Standard Operating Procedures (SOPs) to operationalize these Guidelines, defining roles, responsibilities, and coordination mechanisms among various government ministries and civil society organizations. Additionally, the Consultant will design a comprehensive and practical training curriculum based on the finalized Guidelines and SOPs. Finally, they will deliver four training sessions to relevant in-country stakeholders in Phnom Penh and key border provinces, ensuring effective implementation of the reintegration framework. Key deliverables include updated Guidelines, developed SOPs, a training curriculum, and a training completion report.

Work Experience

Requires at least five years of professional experience in migration, immigration, or border management, with proven expertise in developing training curricula and materials. Experience in capacity-building programs, including design, delivery, and evaluation of training for institutional or government settings is essential. Demonstrated ability to collaborate with diverse stakeholders, including UN agencies, NGOs, CSOs, and government institutions, is also required. Prior experience with IOM or another UN agency is advantageous.

Skills

Excellent communication, interpersonal, analytical, and report-writing skills in English are essential for producing clear, rights-based outputs. The ability to work independently with minimal supervision, demonstrating personal commitment, efficiency, and flexibility, while being gender-sensitive and culturally aware, is crucial. A sound understanding of professional ethics, client-oriented approaches, and knowledge of Cambodia’s border management and migration context is also required.
