Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN agency dedicated to promoting humane and orderly migration. IOM Venezuela operates within a complex humanitarian and mobility context, supporting vulnerable populations through integrated programming. The Head of Programmes role provides strategic leadership and coordination for programme delivery across the Country Office portfolio, reporting to the Chief of Mission.
Job Purpose
The Head of Programmes is responsible for the overall coordination and management of IOM Venezuela's programmes. This includes overseeing all aspects of programme development and implementation, monitoring, reporting, and high-level stakeholder liaison. The role involves supervising staff, advancing new initiatives, and contributing to IOM's global programming efforts. The Head of Programmes will also oversee programme support functions and provide expert advice for the development of strategic plans for the Country Office, ensuring coherent, accountable, and needs-based programme delivery.
Responsibilities
Provide strategic oversight and management to ensure programme progress, promote best practices, and address underperformance. Lead and coordinate across organizational units, including other Country Offices, Regional Offices, and Headquarters. Consult with stakeholders to refine strategy and build synergies. Ensure programme implementation aligns with IOM policies and best practices, contributing to policy development. Represent the Programme in steering committees and implement decisions. Ensure compliance with IOM project management policies, including HR, finance, reporting, and risk management. Foster a culture of monitoring, evaluation, and learning within the Programme. Build stakeholder relationships, represent IOM externally, and manage communications.
Work Experience
Extensive experience in programme formulation, implementation, and evaluation. Demonstrated managerial experience in staff supervision. Previous work experience in rapid transition or post-conflict areas. Experience in project development, implementation, and reporting, including financial and budgetary aspects.
Skills
Proven ability to establish and maintain good working relationships with diverse stakeholders. Familiarity with UN and donor programme regulations. In-depth knowledge of migration-related subject areas. Sound judgment and decision-making skills. Efficiency, flexibility, and professionalism. Strong leadership, management, and coordination capacity. Advanced computer skills, including spreadsheet and database applications.
