Job Purpose
The Head of Programme Support Unit (PSU) reports to the Chief of Mission (CoM) or Head of Office and collaborates with Regional Office and Headquarters units. This role is accountable for project development and donor liaison activities, including the creation, review, and submission of project proposals and donor reports. The position coordinates project development and reporting across various migration-related programs within the Country Office, identifying opportunities to advance IOM's strategic objectives and foster partnerships with government, UN agencies, and other stakeholders.
Responsibilities
Identify project opportunities aligned with national and sub-regional needs, researching funding trends and donor priorities. Coordinate the design and development of new programs and projects, ensuring compliance with donor requirements and IOM standards. Maintain effective relationships with donors and represent the Country Office in relevant meetings and forums. Support Project Managers in donor reporting, ensuring compliance and effective use of project management tools. Develop and maintain donor profiles and guidance notes. Coordinate the Country Office's strategic planning process, including annual work planning. Produce visibility materials to support resource mobilization efforts. Provide capacity building and training on project development and reporting. Ensure accurate record-keeping of all project-related information.
Work Experience
Experience in an international organization and the UN system. Proven experience in migration issues, project development, implementation, and financial management. Demonstrated experience in donor relations, grant management, and understanding donor funding mechanisms. Experience in technical writing and editing for project proposals and reports is essential.
Skills
Excellent communication, writing, and organizational skills. Strong analytical and planning abilities. Capacity to build relationships with governmental and non-governmental organizations. Ability to supervise and train staff. Proficiency in computer applications, including database software. Commitment to results, efficiency, and creative thinking.
