Job Purpose
The Regional Finance and Budget Officer provides strategic and technical support for IOM's regional activities and Country Offices (COs). This role is crucial for ensuring effective financial management, budgeting, accounting, and treasury functions across the region. The officer oversees compliance with IOM's financial policies and procedures, monitors financial performance, and supports COs in financial reporting and audits. The position contributes to the overall efficiency and accountability of IOM's operations by providing guidance and support to regional and country-level finance and management staff, ultimately strengthening the organization's ability to manage resources effectively and support people on the move.
Responsibilities
Provide first-line support and guidance to Country Offices (COs) on IOM's financial policies, procedures, budgeting, accounting, and treasury. Facilitate CO compliance with financial regulations and monitor financial management practices, highlighting anomalies and proposing corrective actions. Review and assess project budgets for adequate cost coverage and monitor overall CO budgets, analyzing variances and proposing improvements. Ensure timely and accurate recording of financial transactions in the ERP system. Advise COs on donor financial reporting and audits. Guide COs on internal controls, risk management, and compliance tools. Support financial aspects of UN engagement and reporting. Oversee financial management activities of the Regional Office and provide guidance on audits. Conduct verification visits to COs, report findings, and provide recommendations. Act as Officer-in-Charge for the Regional Financial Comptroller when needed.
Work Experience
Minimum of five years of progressive experience in financial management, including accounting, financial reporting, budgeting, treasury, and financial analysis. Experience in donor financial reporting, audits, accounting controls, and risk management is required. Field office experience is desired. Proven team management experience and experience with internal control assessments are also required.
Skills
Strong communication, people management, and interpersonal skills. Knowledge of IOM/UN financial regulations is desired. Proven ability to remotely manage teams and functions. High computer literacy with ability to conceptualize technological improvements. Advanced analytical and financial reporting skills. Proficiency in English with excellent drafting skills. Ability to innovate and manage transitions.
