Job Purpose
The National Border Governance Officer will support the coordination of IOM's Integrated Border Governance (IBG) and other migration management programs with the Ministry of Interior in Libya. This role involves monitoring activities according to agreed frameworks, in consultation with the Chief of Mission and stakeholders. The position contributes to IOM's mandate of promoting humane and orderly migration, saving lives, protecting people on the move, and strengthening national capacities in border management and migration governance within Libya, aligning with IOM's broader mission to support governments and migrants.
Responsibilities
Key responsibilities include supporting the Senior IBG Programme Coordinator in planning, coordinating, and monitoring the IBG program portfolio with various partners. The role involves liaising with relevant ministries and national counterparts to facilitate border governance activities and supervising national IBG staff. Conducting field visits, reporting on progress, and providing recommendations for effective implementation are crucial. The officer will also analyze and brief the Chief of Mission on government approaches and socio-political trends affecting IOM operations, identify risks, and contribute to program development and stakeholder collaboration. Preparing meeting minutes, drafting reports, and providing informal translation are also part of the duties.
Work Experience
Required experience includes supervising staff and coordinating program activities. Experience in program implementation, coordination, and monitoring, particularly in migration management, border governance, or humanitarian/development programs, is essential. Working with government counterparts, development partners, and stakeholders is also necessary. Experience within an international humanitarian/development organization is considered an advantage.
Skills
Skills include knowledge of migration-related subject areas, understanding of UN and bilateral donor programming, and excellent writing and communication abilities. Fluency in English and Arabic is required, with working knowledge of French and/or Spanish being an advantage.
