Job Purpose
The Solar Energy Consultant will play a crucial role in advancing IOM's collaboration with the Joint Peace and Security Committee (JPSC) to strengthen Joint Peace and Security Teams (JPSTs) in Mindanao. The purpose is to enhance the sustainability and climate adaptability of JPST stations by integrating solar energy systems. This involves leading technical assessments, evaluating energy load profiles, specifying solar equipment, identifying service providers, and overseeing installation. The role ensures that these interventions are culturally appropriate and locally grounded through inclusive, gender-sensitive, and consultative approaches with diverse stakeholders, including vulnerable groups. Ultimately, the consultant's work reinforces the long-term sustainability of JPST operations and their contribution to broader peace and security initiatives within the BARMM region, directly supporting the "STAND for Peace" project.
Responsibilities
The Solar Energy Consultant will provide comprehensive technical assistance for the "STAND for Peace" project, focusing on enhancing JPST station sustainability. Key responsibilities include developing localized tools and conducting thorough technical evaluations to determine solar equipment needs for prioritized stations. This involves meticulous on-site data collection, profiling energy loads, and preparing detailed energy load profiles for key equipment at each site. The consultant will lead the preparation of precise solar equipment specifications and budgetary requirements, consulting with IOM and JPSC technical focal points. A crucial duty is identifying and mapping potential vendors and service providers for both the installation and ongoing operations and maintenance of solar equipment. The consultant must ensure the successful repair or installation of solar equipment systems in at least four prioritized JPST stations. Furthermore, they will design and lead capacity-building support sessions for JPST members on the effective operation and maintenance of the solar equipment, ensuring long-term sustainability. All interventions must comply with local legislation, including building and electrical codes, and incorporate measures for disaster risk reduction, climate adaptation, and environmental protection.
Work Experience
At least three years of professional experience in a relevant field is required. Experience in peacebuilding and peace security is a strong advantage. Familiarity with policies and practices of intergovernmental organizations or international NGOs is preferred.
