Job Purpose
This Human Resources Officer role is responsible for coordinating the Human Resources (HR) functions for the North Pacific Mission. Reporting to the Chief of Mission and Head of Resource Management, and collaborating with the Regional Office and Global Shared Services Centre, the position ensures the effective administration of HR operations. The role contributes to IOM's mission by supporting its personnel, ensuring compliance with policies, and facilitating the organization's ability to manage its workforce effectively in line with its commitment to humane and orderly migration.
Responsibilities
The Human Resources Officer will manage the HR function for the North Pacific Mission, overseeing administrative transactions, contract preparation, and personnel record maintenance. This includes managing the WAVE HR module, ensuring accurate payroll for national staff, and maintaining personnel files. The role involves advising on HR policies, implementing new procedures, and managing staff well-being initiatives. Responsibilities extend to overseeing contractual administration, entitlements, and liaising with HQ and Finance on international staff benefits. The officer will also support recruitment processes, monitor compliance with the Staff Evaluation System, and coordinate staff development and training. Additionally, the role involves preparing administrative reports, monitoring internal controls, implementing audit recommendations, and participating in HR projects.
Work Experience
Requires experience in HR administration, talent acquisition, talent management, contract administration, and implementing HR regulations. Experience in an international organization, developing countries, or familiarity with the UN common system is advantageous.
Skills
Ability to prepare clear and concise reports. High degree of computer literacy, with good knowledge of MS Office suite and SAP.
