Job Purpose
The Budget and Compliance Officer, reporting to the Chief of Mission and RMO, will contribute to and coordinate the Budget and Implementing Partner Report in alignment with IOM's Financial Regulations and Policies. This role operates under the supervision of the Chief of Mission (CoM) and direct supervision of the Resources Management Officer (RMO), in collaboration with relevant units at Headquarters (HQ) and the Regional Office in Bangkok. The officer is responsible for ensuring financial compliance and effective budget management within the country office, supporting the overall mission objectives of IOM in Papua New Guinea.
Responsibilities
Key responsibilities include assisting in the development and revision of IOM budget plans, ensuring compliance with IOM standards and policies. The role involves providing technical guidance to Implementing Partners on budgetary management and financial compliance, and assisting in the preparation and review of donor financial reports. The officer will coordinate and supervise due diligence assessments for partners, monitor their adherence to milestones and funding, and ensure timely reporting. Financial forecasting, project commitment monitoring, and maintaining the financial reporting system are crucial. Additionally, the role includes reviewing payroll against budgets, collaborating with other country office units and stakeholders, liaising with HQ and Regional Office on budgetary matters, and assisting with internal and external project audits.
Work Experience
Required experience includes IOM administrative and financial management, budget monitoring, cash management, and internal control procedures. Experience in handling Implementing Partners, proficiency with office software packages (MS Word, Excel), and knowledge of spreadsheet/data analysis are essential. Experience supervising the development and implementation of administrative control procedures is also necessary.
Skills
Key skills include the ability to work closely with government and international officials, act independently with sound judgment, and perform under pressure. Demonstrated ability to prepare clear and concise reports is required. Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage, and knowledge of Oracle is highly desirable.
