Organizational Context
The International Organization for Migration (IOM) is a UN-related agency dedicated to promoting humane and orderly migration. IOM Ecuador supports the government and regional actors in addressing migration challenges, focusing on protection, integration, and durable solutions. This role supports the prevention and response to sexual exploitation and abuse (SEA) within the organization and its partners, a key priority given IOM's global presence and commitment to a safe workplace.
Job Purpose
This role is crucial for supporting and managing IOM Ecuador's day-to-day activities related to the prevention of and response to sexual exploitation and abuse (SEA). As the in-country technical expert on Protection from Sexual Exploitation and Abuse (PSEA), the incumbent will work closely with the Chief of Mission and actively participate in the interagency PSEA Network. The position contributes technical expertise to PSEA within programming and supports the implementation of PSEA activities, aligning with IOM's global strategy and the UN's common system efforts to combat SEA and ensure accountability and victim support.
Responsibilities
The Senior PSEA Associate is responsible for coordinating PSEA efforts, including developing and implementing an operational work plan aligned with IOM and UN standards. This involves supporting PSEA integration into country strategies, programming, and risk management, as well as contributing to the interagency PSEA Network and the establishment of community-based complaint mechanisms. Prevention activities include assisting with SEA risk assessments, coordinating PSEA training for staff and partners, and developing communication strategies to raise awareness and disseminate key messages on reporting misconduct. In response, the role supports the development of PSEA proposals, mainstreaming PSEA in programming, and mapping victim assistance pathways, facilitating referrals in coordination with relevant colleagues.
Work Experience
Experience is required in sexual exploitation and abuse (SEA), protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming, or humanitarian affairs. Experience supporting UN system coordination, developing PSEA trainings, conducting risk assessments, and contributing to standard operating procedures is also necessary. Strong communication and organizational skills are essential.
Skills
Knowledge of IOM's PSEA approach, policies, and regulations. Understanding of the UN system and architecture. Familiarity with mainstreaming best practices and partnership models for coordination. Ability to maintain strict confidentiality.
