Organizational Context
The International Organization for Migration (IOM) in Cambodia supports humanitarian and development assistance, focusing on border governance and counter-trafficking. This consultancy is part of a project funded by Australia to enhance safe, orderly, and dignified border management by strengthening the General Department of Immigration (GDI). The role supports capacity-building initiatives for GDI officials.
Job Purpose
This consultancy aims to review, update, and tailor existing IOM training materials on investigative interviewing skills to meet the current needs of Cambodian immigration officials. The consultant will develop a consolidated training package, blending investigative interviewing with identifying and responding to transnational organized crime indicators within migration and border management. This package will form the basis for a Training of Trainers (ToT) program, enabling selected GDI officials to deliver cascade trainings, thereby institutionalizing investigative interviewing capacities within GDI and improving information gathering, case assessment, and decision-making.
Responsibilities
The consultant will contextualize and develop a comprehensive training curriculum on investigative interviewing skills, incorporating elements of tackling transnational organized crime. This includes reviewing and adapting existing IOM resources to align with the operational realities of Cambodian GDI officials. The consultant will deliver a Training of Trainers (ToT) session for selected GDI officials, lasting approximately 3-4 days. Additionally, the consultant will facilitate the rollout of cascade training by providing expert support to trained GDI trainers, ensuring broad institutional reach and sustainability of the acquired skills. Key deliverables include the curriculum package, the ToT delivery, and support for the cascade training roll-out.
Work Experience
Requires at least five years of professional experience in migration, immigration, or border management, with demonstrated expertise in developing standardized training curricula and materials. A strong background in capacity-building programs, including the design, delivery, and evaluation of training packages for institutional or government settings, is essential.
Skills
Demonstrated ability to collaborate with diverse stakeholders (UN agencies, INGOs, CSOs, government). Excellent communication, interpersonal, analytical, and report-writing skills in English. Ability to work independently with minimal supervision. Sound understanding of professional ethics, client-oriented approaches, and Cambodia’s border management and migration context.
