VN Mobility: Communication & Awareness Raising Officer, (compass)

Organizational Context

Established in 1951, IOM is a UN-related organization and the leading UN agency for migration. It promotes humane and orderly migration, saves lives, protects people on the move, and facilitates pathways for regular migration. The Communication & Awareness Raising Officer role sits within the organization, reporting to the Director of BMRR and the Senior Programme Manager (COMPASS).

Job Purpose

The Communication & Awareness Raising Officer, (COMPASS) is responsible for coordinating the design and implementation of communications, awareness-raising, and advocacy efforts across the COMPASS and COMPASS MPF portfolios. This includes integrating digital solutions and social and behavioural change approaches to enhance programme outreach, visibility, and impact. The role supports the Senior Programme Manager (COMPASS) and works in close coordination with the COMPASS Core Management, thematic units within BMRR, and relevant Regional Thematic Specialists to ensure effective programme delivery and stakeholder engagement.

Responsibilities

Oversee the timely and effective implementation of awareness-raising activities across COMPASS and COMPASS MPF countries, ensuring alignment with IOM policies, donor requirements, and social and behaviour change (SBC) approaches. Develop, coordinate, and monitor a programme-wide communications approach, facilitating its adoption across countries. Support the strategic use of digital and community-based initiatives to maximize outreach and impact. Contribute to project development, reporting, innovation, and learning, including adapting new technologies and fostering partnerships. Develop communication products on programme achievements and support donor and stakeholder engagement, including organizing events. Facilitate collaboration with IOM global and regional platforms to enhance learning and policy influence. Provide technical inputs to IOM strategies on SBC, knowledge management, and digital innovation. Offer technical support to country teams and oversee consultants and service providers.

Work Experience

Experience is required in social and behaviour change, knowledge management, communication for development, or public advocacy. Operational experience in multi-country or regional programmes, particularly EU-funded ones, is highly desirable. Demonstrated experience in designing, implementing, and scaling digital or community-based engagement solutions, including platforms and tools, is an asset.

Skills

Proven skills in developing and implementing communication/media products and engagement approaches, with strong analytical, writing, and editing abilities. Demonstrated understanding and application of social and behaviour change (SBC), digital and community-based engagement, and innovation processes. Proficiency in digital tools and information systems, including ethical AI use. Social media and multimedia skills. Advocacy skills combined with strong communication and representation skills. Familiarity with IOM project management and communications operations is advantageous.
