Resources Management Officer (P) - Call For Expression Of Interest
Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, facilitates humane and orderly migration. This role operates under the direct supervision of the Chief of Mission, coordinating with regional, headquarters, and shared services centers. The Resources Management Officer is accountable for overseeing and managing key administrative functions within the Country Office and/or Sub-Office(s).
Job Purpose
The Resources Management Officer is responsible for the comprehensive supervision and management of budgetary, financial, human resources, and other administrative functions within the Country Office and/or Sub-Office(s). This role provides crucial support to staff in these areas, ensuring efficient and compliant operations. The position requires close coordination with various IOM departments at regional and headquarters levels, as well as the Global Shared Services Center. The officer plays a key role in maintaining financial integrity, managing resources effectively, and supporting the overall mission objectives of IOM in promoting humane and orderly migration. The role contributes to the effective functioning of IOM operations by ensuring robust administrative and financial frameworks are in place.
Responsibilities
Oversee and manage financial operations, including expenditure monitoring, accountability, and financial analysis. Supervise treasury functions, forecast cash flows, and ensure funds are disbursed according to donor agreements. Prepare program and budget reports, review monthly accounts, and conduct financial analysis of projects, identifying and mitigating budget variances. Assist in budget preparation for new projects and provide technical support to project managers on IOM policies and procedures. Maintain internal controls to safeguard assets and prevent fraud. Review payroll against budgets and ensure correct allocation of salaries. Recommend improvements to administrative and financial systems. Manage the Human Resources function, including recruitment and personnel administration, ensuring compliance with HR policies. Oversee supply chain services, including contracts, fleet management, and premises maintenance. Liaise with legal and procurement units for agreement reviews and ensure adherence to IOM procedures. Supervise ICT staff and train local staff on administrative and financial procedures. Participate in UN operational meetings and may serve as Officer-in-Charge in the absence of the Chief of Mission.
Work Experience
Experience in financial and human resources management at the international level. Field experience, including coordination with international institutions. Experience in developing and implementing administrative control procedures and coordinating external audits. Experience using corporate IT systems and software.
Skills
Knowledge of IOM/UN Finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Knowledge of International Public Sector Accounting Standards (IPSAS). Oracle knowledge is highly desirable.
