The Resources Management Officer operates under the direct supervision of the Chief of Mission, coordinating with the Senior Regional Resources Management Officer, the Department of Financial and Administrative Management at Headquarters, and the Global Shared Services Center. This role is crucial for overseeing and managing the budgetary, financial, human resources, and administrative functions of the Country Office and its Sub-Office(s), ensuring comprehensive operational support for staff.
Job Purpose
The Resources Management Officer serves a critical function in ensuring the operational integrity and strategic resource deployment for the Country Office and its Sub-Office(s). This role is fundamentally responsible for the comprehensive supervision and management of all budgetary, financial, human resources, and administrative functions. By providing expert oversight and guidance, the officer guarantees adherence to IOM regulations, donor agreements, and best practices in financial management and human capital. The position's contribution is vital for maintaining robust internal controls, safeguarding organizational assets, and preventing fraud, thereby ensuring accountability and transparency. Furthermore, the officer supports program delivery by facilitating efficient resource allocation, managing staff administration, and streamlining support services. This role directly underpins the mission's capacity to effectively implement its mandate, ensuring that all operational aspects are managed professionally and in alignment with organizational goals, ultimately contributing to the successful delivery of services and support to people on the move.
Responsibilities
The Resources Management Officer holds extensive responsibilities across financial, human resources, and administrative domains. Key financial duties include monitoring and overseeing all Country Office financial activities, conducting detailed financial analysis, and managing treasury functions, including cash flow forecasting and ensuring fund disbursement aligns with donor agreements. The officer prepares comprehensive programme and budget reports, reviews monthly accounts, and actively manages budget control to prevent project deficits. Administrative responsibilities involve providing technical support to project managers, maintaining and strengthening internal controls to safeguard organizational assets and prevent fraud, and inspecting payroll to ensure correct salary allocation. The role also encompasses full Human Resources management, including recruitment recommendations, personnel administration, and the correct application of HR policies, rules, and regulations. Furthermore, the officer oversees supply chain services, manages contracts, vehicle fleets, and premises maintenance, and supervises ICT staff. Coordination with Legal Affairs and Global Procurement Supply Unit for agreement approvals is essential. The officer is also tasked with supervising and training local staff on IOM policies, participating in UN inter-agency meetings, and serving as Officer-in-Charge in the absence of the Chief of Mission, ensuring overall operational efficiency and compliance.
Work Experience
Required experience includes international financial and human resources management, field experience involving coordination and cooperation with international institutions and coordination bodies. Experience in supervising the development and implementation of administrative control procedures, including coordinating external auditing exercises, is also essential. Proficiency in using corporate IT systems and software is a further requirement.
Skills
Key skills include knowledge of IOM/UN Finance, Supply Chain, and HR procedures and rules. Advanced proficiency in Microsoft Office, especially Excel, is required. A strong understanding of International Public Sector Accounting Standards (IPSAS) is also necessary. Knowledge of Oracle is highly desirable for this role.
