Job Purpose
The Chief of Mission (CoM) is accountable for all IOM activities within a country, providing comprehensive policy, administrative, programme, and financial support to the Country Office. This role involves strategic planning, project development, and resource mobilization, ensuring alignment with IOM's mandate and the UN Sustainable Development Cooperation Framework. The CoM plays a crucial part in policy discussions, advises on national migration trends, and advocates for effective migration management policies. They also foster partnerships, represent IOM, and ensure the efficient management of resources and operations, contributing to IOM's global mission and the achievement of the 2030 Agenda at the country level.
Responsibilities
The Chief of Mission is responsible for strategic country programme development, including planning, project development, and resource mobilization through diverse partnerships. They oversee and ensure the quality and effectiveness of migration-related programmes, aligning them with IOM's Strategic Vision and the UNSDCF. The role involves active participation in UN inter-agency engagement, contributing to UNCT meetings, joint programming, and reporting on UNSDCF implementation. The CoM directs operational, human resources, administrative, and financial activities of the Country Office, ensuring compliance with organizational rules. They also facilitate knowledge management, represent IOM in national and international forums, develop strategic partnerships, and ensure safety and security management, including leading the PSEA/SH strategy.
Work Experience
Requires significant experience in general management, project and resource management. Also essential is substantial experience in diplomacy, fundraising, public relations, and liaising with governmental and international institutions. Experience in delivering large, diverse programmes in complex settings, covering both emergency and development migration programming, is also necessary.
Skills
Excellent communication (oral and written), liaison, and negotiation skills. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming, and Monitoring and Evaluation frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
