Job Purpose
The Chief of Mission (CoM) is accountable for all IOM activities within a country, providing comprehensive policy, administrative, programme, and financial support to the Country Office. This role involves strategic planning, project development, and resource mobilization, ensuring alignment with IOM's mandate and the UN Sustainable Development Cooperation Framework. The CoM plays a crucial part in advising on national migration trends, advocating for effective migration policies, and fostering partnerships with governmental and non-governmental stakeholders. They also ensure the efficient management of resources, promote knowledge sharing, and represent IOM in national and international forums, contributing to the organization's mission of supporting safe, orderly, and regular migration.
Responsibilities
Develop and implement strategic country programmes aligned with IOM's mandate and the UN Sustainable Development Cooperation Framework. Spearhead project development through resource mobilization, including partnerships with donors, governments, and the private sector. Oversee and ensure the high-quality execution of diverse migration-related projects, both in emergency and development contexts. Advise on national migration policies and trends, advocating for effective migration management strategies. Actively engage in UN inter-agency coordination under the Resident Coordinator, contributing to joint programming and policy discussions. Manage operational, human resources, administrative, budgetary, and financial activities of the Country Office. Facilitate knowledge management by identifying best practices and lessons learned. Represent IOM in national and international forums, developing strategic partnerships and public relations. Ensure safety and security management, and lead the PSEA/SH strategy at the country level.
Work Experience
Significant experience in general management, project management, and resource management. Substantial experience in diplomacy, fundraising, public relations, and liaising with governmental and international institutions. Proven experience in delivering large, diverse programmes in complex settings, covering both emergency and development migration programming.
Skills
Excellent communication and public speaking skills. Strong liaison and negotiation abilities. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming and M&E frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
