Job Purpose
The Senior Programme Manager (Durable Solutions and DDRR Coordinator) is responsible for the overall coordination and management of the Programme, overseeing all aspects of its development and implementation. This includes monitoring, reporting, high-level stakeholder liaison, staff supervision, and advancing new initiatives. The role actively contributes to IOM’s global programming by designing, implementing, overseeing, and coordinating Durable Solutions and DDRR aspects with other country office programs. The position also oversees programme support functions and provides expert advice for strategic plan development, ensuring alignment with IOM's mission and objectives in Iraq's complex context.
Responsibilities
Provide strategic oversight and management to ensure programme progress and promote successful practices. Lead and coordinate across organizational units, including Country Offices, Regional Offices, and Headquarters. Consult regularly with key stakeholders to refine strategy and build synergies. Ensure Programme implementation aligns with best practices and IOM policies, contributing to policy development. Represent the Programme in coordination mechanisms and implement decisions effectively. Ensure compliance with IOM's project management policies (HR, Finance, Reporting, Risk Management). Foster a culture of monitoring, evaluation, and learning, encouraging the identification of lessons learned and best practices. Build stakeholder relationships, represent IOM at events, and manage external communications. Perform other assigned duties.
Work Experience
Extensive experience in programme formulation, implementation, and evaluation. Demonstrated managerial experience in staff management. Proven record of establishing and maintaining good working relationships with diverse stakeholders. Experience in rapid transition or post-conflict areas is essential. Experience in project development, implementation, and reporting, including financial aspects, is required. Familiarity with UN and other donor inter-agency programme regulations is necessary.
