Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. IOM Norway collaborates with the Norwegian government on Assisted Voluntary Return and Reintegration (AVRR), a core expertise area. This role supports the AVRR Unit, working under the supervision of the Programme Coordinator and Senior Programme Associate.
Job Purpose
This Senior Project Associate (AVRR) role is crucial for the effective implementation of IOM Norway's Assisted Voluntary Return and Reintegration (AVRR) program. The position directly supports the AVRR Unit's efforts in assisting beneficiaries to return to their countries of origin safely and with dignity. The role contributes to the overall success of IOM's mandate in managing migration, including providing essential services such as counselling, travel document assistance, departure, transit, and arrival support, as well as reintegration services. By ensuring robust monitoring, evaluation, and reporting, the associate helps to enhance program effectiveness and demonstrate impact, aligning with IOM's commitment to humane and orderly migration.
Responsibilities
The Senior Project Associate (AVRR) will support Project Compliance, Monitoring & Evaluation (M&E), and reporting for the AVRR Unit, including the Voluntary Assisted Return Programme (VARP). This involves assisting in the day-to-day monitoring of case management, direct assistance, and outreach activities. The role includes updating M&E tools, preparing and improving informational materials for outreach, and organizing outreach activities such as Reception Center visits and virtual meetings. The associate will support M&E for various initiatives, administer surveys, assist with data collection and analysis, and provide logistical support. Training team members on outreach and M&E, documenting beneficiary case files, and contributing to impact assessments are key duties. The role also involves compiling data for M&E reports, supporting the documentation of good practices and lessons learned, and contributing to Standard Operating Procedures (SOPs) and institutional reporting.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, internally displaced persons, and victims of trafficking is essential. Prior work in a multicultural setting with international humanitarian organizations or government institutions is advantageous. Experience supporting project monitoring and evaluation, particularly with vulnerable groups, is a distinct advantage.
Skills
Key skills include strong organizational, communication, writing, and presentation abilities. A strong work ethic, commitment to humanitarian principles, and excellent interpersonal skills are necessary. Proficiency in office software packages (MS Word, Excel) and spreadsheet/database applications is required. The ability to work independently under pressure with minimal supervision is also essential.
