Job Purpose
The National Project Officer (Engineer) will support the effective coordination, reporting, and implementation of shelter and infrastructure components for IOM Philippines' projects, including the Diaspora Engagement and Closing the Loop initiatives. This role is vital for ensuring the successful execution of disaster risk reduction and management efforts, particularly in climate-resilient shelter solutions. The position contributes to solving complex humanitarian challenges through collaboration with the private sector and affected populations, and supports the national DRRM system's early recovery and response pillar. The officer will also assist in emergency response operations, ensuring timely and quality delivery of engineering and construction activities.
Responsibilities
Develop and manage detailed work plans and cost estimates for engineering and construction projects. Coordinate with procurement and logistics for timely material delivery and conduct market surveys for project interventions. Provide technical and quality control input for construction materials. Plan and implement capacity-building activities on Build-Back-Better-Safer guidelines. Attend stakeholder meetings and ensure adherence to 'Do No Harm' principles. Assist in project monitoring, reporting, and identifying challenges for program improvement. Provide technical guidance to consultants and partners, and oversee relevant engineering work for compliance. Conduct necessary assessments and validation, and support emergency response operations including rapid assessments and shelter support.
Work Experience
Experience in WASH and Shelter design and construction is a distinct advantage. Experience in international humanitarian response, inter-agency programs, and supervising local construction contractors is desirable. Familiarity with the Bicol Region context and IOM administrative management is also considered an advantage.
Skills
Essential skills include strong technical abilities in WASH and Shelter engineering, and robust organizational and coordination skills for managing multiple tasks under time constraints. Community engagement and negotiation skills are a distinct advantage. Proficiency in MS Office applications and construction drawing software (AutoCad, SketchUp) is necessary.
