Development OF Standard Operating Procedures FOR Countering Smuggling OF Migrants (homebased, ABUJA Nigeria)
Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This role contributes to the CAPACITY Programme, funded by Denmark, aimed at enhancing Nigeria's migration governance through border management and institutional capacity building. The consultant will work within the Immigration and Border Governance Unit.
Job Purpose
This consultancy aims to develop comprehensive, rights-based, and operational Standard Operating Procedures (SOP) for Countering Smuggling of Migrants (SoM) in Nigeria. The absence of updated SOPs hinders effective coordination among relevant actors, posing risks to migrant safety and national security. The developed SOP will provide a standardized national framework to guide the Nigeria Immigration Service (NIS) and other stakeholders in delivering coordinated, efficient, and protection-sensitive responses to SoM. This initiative supports improved national response mechanisms and strengthens institutional capacity to prevent, detect, investigate, and respond to SoM, aligning with national frameworks and international instruments.
Responsibilities
The consultant will conduct a review of existing policies and draft SOPs related to migration and SoM in Nigeria. They will develop an inception report, facilitate consultative workshops with stakeholders, and collaborate with the NIS to draft comprehensive, rights-based SOPs. This includes developing user-friendly implementation tools like flowcharts and checklists. The consultant will present the draft SOP, integrate feedback, and support its finalization and validation through a national workshop. Additionally, they will design and deliver a Train-the-Trainer (ToT) program on the updated SOP for NIS officials, provide recommendations for capacity building and rollout, and submit a training report and a final consultancy report summarizing findings and recommendations.
Work Experience
Extensive work experience in migration protection, counter-trafficking, and migration governance is required. Demonstrated knowledge and experience in policy development and frameworks are also necessary. Experience working with diverse cultural backgrounds is beneficial.
Skills
Strong analytical, communication, and reporting skills. Ability to work collaboratively across cultures. Understanding of gender-related needs and perspectives. Knowledge of migration protection, management, and free movement contexts in West Africa. Understanding of SoM, migrant protection, and trafficking in persons complexities.
