Organizational Context
The Project Associate (MMGU) operates within IOM Ethiopia's Migration Management Unit (MMU) in Addis Ababa. The MMU collaborates with the Government of Ethiopia to enhance migration management and governance, focusing on strengthening governance, labour migration, border management, coordination, and capacity building. This role supports logistical and administrative functions under the Senior Migration Management Programme Coordinator and Programme Officer.
Job Purpose
The Project Associate (MMGU) plays a crucial role in supporting the effective implementation and monitoring of migration management projects within IOM Ethiopia. This position ensures that planned activities are executed according to approved timelines and budgets, contributing to the overall efficiency and success of the Migration Management Unit's initiatives. The Associate provides essential administrative and logistical coordination, acting as a focal point for internal units and external partners to facilitate project operations. By assisting in data compilation, budget monitoring, drafting status reports, and organizing key meetings and workshops, the role directly supports informed decision-making and accountability. Furthermore, the Associate's involvement in coordinating with local authorities, UN agencies, and other stakeholders strengthens collaborative efforts in improving migration governance and capacity building in Ethiopia. This role is instrumental in ensuring smooth project delivery and achieving the unit's strategic objectives.
Responsibilities
The Project Associate supports the comprehensive implementation and monitoring of project activities, ensuring adherence to approved timelines and promptly flagging any delays. This involves retrieving, compiling, summarizing, and presenting critical information and data related to specific project activities. The role also includes monitoring project budgets, verifying fund availability, obtaining necessary approvals, and updating budget-related information to ensure financial compliance. A key function is administrative coordination for project implementation, acting as a central liaison with diverse organizational units and external parties. This entails initiating requests, obtaining necessary clearances, processing, and following up on administrative actions. The Associate is responsible for drafting various project documents, such as status reports that identify delivery shortfalls and propose remedial actions, correspondence on project issues, briefing notes, statistical tables, and presentations. Further duties include responding to complex information requests, setting up and maintaining comprehensive files and records, and organizing meetings, workshops, and training sessions. The Associate participates in meetings and conferences, assisting in coordinating implementation activities with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other relevant stakeholders. Additionally, the role involves monitoring the work of implementing partners, reporting non-compliance to the supervisor, and providing guidance or training to new or junior staff, as well as performing other assigned duties.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, and UN/non-governmental organizations. Experience working with migrants, refugees, IDPs, victims of trafficking, and other vulnerable groups is also essential. Prior work with international humanitarian organizations or government institutions in a multi-cultural setting is advantageous, as is knowledge of Ethiopian geographical border areas.
Skills
In-depth knowledge of migration-related subject areas. Knowledge of UN and bilateral donor programming. Knowledge of financial rules and regulations.
