Job Purpose
This National Project Officer role is crucial for coordinating IOM's livelihoods and private sector development activities with the Iraqi government, primarily the Ministry of Labour and Social Affairs (MoLSA). The purpose is to strengthen government ownership, facilitate program implementation, and ensure IOM's interventions align with national priorities. The role supports project registration, compliance, and overall coordination within established legal and policy frameworks. By acting as a key liaison, the incumbent contributes to the successful delivery of IOM's livelihood support programs, which are vital for post-conflict recovery and economic development in Iraq, benefiting both individuals and the private sector.
Responsibilities
Serve as the primary government liaison for livelihoods and private sector development, focusing on MoLSA and other relevant ministries and authorities. Facilitate the implementation of livelihood activities by coordinating with government counterparts within legal and policy frameworks. Support the organization of joint workshops and events with the government and national partners. Assist in drafting, following up on, and operationalizing cooperation agreements and official correspondence. Coordinate with line ministries and governorate authorities to ensure coherence in planning and implementing various livelihood initiatives, including enterprise development and job creation. Maintain records of government correspondence and discussions, and prepare regular internal updates. Perform other assigned duties related to government engagement.
Work Experience
Requires relevant professional experience in government engagement, public sector coordination, or institutional partnerships, preferably within an international organization or UN agency. Experience working with government ministries at national or sub-national levels, familiarity with government systems, and the ability to work effectively in an international environment are essential. Strong communication and negotiation skills are also necessary.
Skills
Excellent English communication and writing skills. Strong organizational skills for report preparation. Basic knowledge of monitoring and evaluation concepts. Proven experience in developing project proposals and donor reports. Proficiency in Excel and Microsoft Office tools for data analysis and presentation. Ability to work accurately under pressure and maintain confidentiality.
