Organizational Context
The Staff Development and Learning (SDL) unit, within IOM's Integrated Talent Management Division (ITMD) under the Department of Human Resources (DHR), develops and manages learning and professional development programs for IOM staff. This role, reporting to the National HR Officer and Sr. HR Associate in Manila, supports the administration of IOM’s learning management systems within this unit.
Job Purpose
The HR Associate (SDL) plays a crucial role in supporting the learning and professional development of IOM staff members globally. This position is primarily responsible for the comprehensive administration of IOM’s learning management systems (LMS), ensuring their efficient operation and user engagement. The role involves providing essential technical support, promoting LMS functionalities, and actively encouraging staff participation in available learning opportunities. Additionally, the incumbent will manage the administration of study leave requests, ensuring compliance with guidelines and maintaining accurate records. The HR Associate will also contribute significantly to the implementation and promotion of various Staff Development and Learning (SDL) initiatives, coordinating with internal and external stakeholders to enhance the organization's learning ecosystem. This role directly contributes to fostering a culture of continuous learning and professional growth within IOM.
Responsibilities
The HR Associate will primarily manage Learning Management Systems (LMS) administration, offering comprehensive end-to-end technical support. This includes critical tasks such as course publishing, rigorous system testing, and efficient report generation. A key aspect involves promoting LMS functionalities and building capacity among peers and stakeholders through live demonstrations, video tutorials, and user guides, thereby fostering independent use. The role also entails actively encouraging staff engagement and participation in available learning opportunities. Furthermore, the incumbent will contribute to updating Frequently Asked Questions (FAQs) and Standard Operating Procedures (SOPs), ensuring prompt responses to LMS-related queries for clarity and effective system utilization. Secondly, the Associate will oversee study leave administration, processing requests for completeness and compliance with established guidelines. This involves maintaining and updating a study leave tracker for accurate records and providing regular reports to supervisors on approvals, denials, and outstanding cases. Updating study leave FAQs and responding to staff queries are also essential. Thirdly, the role supports Staff Development and Learning (SDL) initiatives by assisting in the administration and promotion of various learning programs and systems. This includes coordinating with the Global Shared Services Centre (GSSC) and other IOM offices to identify local learning initiatives and explore how SDL services can address organizational learning needs and gaps.
Work Experience
A minimum of two years' experience in Learning Management System (LMS) administration, including reporting, is required. At least one year of experience using a ticketing system is also essential. Candidates should possess relevant work experience in implementing training programs and be familiar with the UN system or have experience in an international organization. Experience in HR, learning and development, career support, training facilitation (both face-to-face and virtual), and project management, monitoring, and reporting are highly desirable.
Skills
Key skills include demonstrated proficiency in Learning Management System (LMS) administration and client support. High proficiency in the MS Office suite, particularly Teams, Forms, SharePoint, Word, and advanced Excel (pivot tables, charts, slicers, conditional formatting, formulas), is essential. The role requires the ability to work independently, manage multiple projects simultaneously, and develop innovative solutions. Strong interpersonal skills for building global working relationships with partners and internal clients are crucial, alongside high flexibility, adaptability to change, and intercultural awareness.
