Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with partners to save lives, protect migrants, resolve displacement issues, and facilitate regular migration pathways. The Deputy Chief of Mission (DCoM) supports the Chief of Mission in managing early recovery, durable solutions, and development programming for the Libya Country Office, overseeing sub-offices and diverse projects.

Job Purpose

The Deputy Chief of Mission (DCoM) plays a crucial role in supporting the Chief of Mission (CoM) in ensuring the coherence of IOM's Project and Development Support Unit in Libya. This position involves managing early recovery, durable solutions, and development programming for the Libya Country Office. The DCoM supervises Heads of Sub-Offices and oversees a wide array of programmes and projects implemented across Libya. This role ensures that IOM's programmes are executed effectively and efficiently, aligning with the Libya Country Office's overall strategy, donor expectations, and beneficiary needs, while also coordinating with national authorities. The DCoM is instrumental in representing IOM, coordinating with UN agencies, and contributing to strategic planning and operational frameworks.

Responsibilities

The Deputy Chief of Mission (DCoM) will represent IOM in Libya, fostering relationships with national authorities, donors, and other stakeholders. They will support the Chief of Mission (CoM) in managing offices, ensuring administrative systems are fit-for-purpose, and overseeing programme implementation. The DCoM will represent IOM in UN fora, aligning activities with the UN Sustainable Development Cooperation Framework. Key duties include overseeing the formulation of the Country Strategy, identifying new programmes, and providing strategic recommendations to senior management. They will coordinate IOM's inputs into multi-agency frameworks, ensure compliance with IOM and donor regulations, and oversee field operations for effective humanitarian, development, and peace-building nexus programming. The DCoM will lead resource mobilization strategies, deputize for the CoM, and ensure IOM's participation in UN Country Team mechanisms. Additionally, they will supervise the Monitoring and Evaluation Unit, ensure quality control of project outputs, facilitate knowledge management, and mentor staff.

Work Experience

Requires international experience in managing programmes across emergency, stabilization, and development sectors. Previous experience as a Head of Office, Chief of Mission, or Senior Programme Manager with a government, UN agency, or international organization is essential. Extensive experience in public relations and liaising with governmental and diplomatic authorities is necessary. Experience managing IOM offices, understanding the UN system, and working in crisis contexts is required. Experience in the Middle East and North Africa (MENA) region is an asset.

Skills

Proven knowledge of programme development, management, and capacity-building methodologies. Demonstrated understanding of refugee and migration issues, including migrant socio-economic conditions. Proficient in financial and administrative management. In-depth knowledge of the triple nexus and migration programming in complex environments. Familiarity with UN and bilateral donor programming. Experience in programme management within emergency contexts.
