Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with partners to save lives, protect migrants, resolve displacement, and facilitate legal migration pathways. The Deputy Chief of Mission (DCoM) supports the Chief of Mission in managing IOM's Project and Development Support Unit and overseeing early recovery, durable solutions, and development programming for the Libya Country Office.
Job Purpose
The Deputy Chief of Mission (DCoM) plays a crucial role in supporting the Chief of Mission (CoM) in managing IOM's operations in Libya. This includes ensuring coherence within the Project and Development Support Unit and overseeing early recovery, durable solutions, and development programming. The DCoM supervises Heads of Sub-Offices and manages a wide range of programmes and projects, coordinating closely with Regional Thematic Specialists and the Regional Resource Management Unit. The role ensures effective and efficient programme implementation aligned with IOM Libya's strategy, donor expectations, and beneficiary needs, while also engaging with national authorities. The DCoM is instrumental in representing IOM, contributing to strategic planning, and ensuring compliance with regulations and policies.
Responsibilities
The Deputy Chief of Mission (DCoM) represents IOM in Libya, liaising with national authorities, donors, and other stakeholders. They support the Chief of Mission (CoM) in managing offices, ensuring administrative systems are fit-for-purpose, and overseeing programme implementation. The DCoM represents IOM in UN fora, aligning activities with the UN Sustainable Development Cooperation Framework. They oversee the formulation of the Country Strategy, identify new programmes, and provide strategic recommendations to senior management. The role involves coordinating IOM's inputs into multi-agency frameworks, ensuring project compliance with IOM and donor regulations, and overseeing field operations for effective and efficient delivery. The DCoM leads resource mobilization, deputizes for the CoM, and ensures IOM's participation in UN Country Team mechanisms. They also supervise the Monitoring and Evaluation Unit, ensure quality control of project outputs, and facilitate knowledge management and staff development.
Work Experience
Required experience includes international programme management in emergency, stabilization, and development areas. Previous roles such as Head of Office, Chief of Mission, Deputy Chief of Mission, or Senior Programme Manager with a government or UN agency are essential. Extensive experience in public relations and liaising with governmental and diplomatic authorities is necessary. Experience managing IOM offices, understanding the UN system, and working in crisis contexts are crucial. Experience in the Middle East and North Africa (MENA) region is considered an asset.
Skills
Proven knowledge of programme development, management, and capacity-building methodologies. Demonstrated understanding of refugee and migration issues, including migrant economic and social conditions. Proven knowledge of financial and administrative management. In-depth understanding of the triple nexus and broad-based migration programming in complex environments. Knowledge of UN and bilateral donor programming. Familiarity with programme management in emergency contexts.
