This ICT Officer role, reporting to the Chief of Operations and Mission Engagement Solutions, is crucial for providing knowledge management systems and platforms that enhance communication and support evidence-based policymaking within IOM.
Job Purpose
The ICT Officer (Product Management – Knowledge Management Systems) is responsible for developing and implementing IOM's knowledge management systems and platforms. This includes defining the end-to-end product strategy for Operations, Media, and Communications, with a focus on AI-enabled agents. The role aims to seamlessly integrate these systems into IOM's existing knowledge platform (POEM) and communication channels, ensuring they deliver measurable value. A key aspect is shaping the vision, roadmap, and governance for these systems, including defining the AI strategy and ensuring AI products align with IOM's safeguards, policies, and operational constraints, thereby strengthening evidence-based decision-making and operational efficiency.
Responsibilities
The ICT Officer will own the product vision and roadmap for knowledge, collaboration, and AI capabilities, translating complex use cases into actionable product features. Responsibilities include defining and validating AI use cases, partnering with data and AI teams to ensure responsible AI practices, and leading user discovery to enhance knowledge discovery and decision quality. The role involves driving product marketing for AI solutions, developing communication assets, and managing adoption and change management for AI features across various platforms. Additionally, the officer will oversee development teams for AI model selection and system development, manage vendor engagements, support the OMES portfolio, and provide strategic oversight for Power Platform governance, ensuring adherence to IOM's Software Development Lifecycle and industry best practices.
Work Experience
Requires experience in defining and executing AI-driven product vision and roadmaps. Must be adept at translating organizational knowledge and data strategies into scalable, user-centered AI solutions.
Skills
Technical understanding of product aspects, software development processes, and data analysis. Strong ability to build stakeholder relationships. Excellent written and verbal communication, including technical communication. Familiarity with SDLC methodologies. Profound understanding of AI product fundamentals (RAG, LLMs, data pipelines). Ability to take ownership and meet deadlines. Fluency in English is required; knowledge of another UN language is an asset.
