Organizational Context

This consultancy is part of a project to standardize services for foreign nationals within Poland's Public Employment Services (PES), funded by European Funds for Social Development. The role contributes to the Labour Market and Social Inclusion Unit in IOM Poland.
Job Purpose
This consultancy aims to contribute to the development of minimum and extended service standards for foreign nationals within Poland's Public Employment Services (PES). The primary focus is on enhancing career counselling and employment services. The role involves analyzing existing practices, developing recommendations, and drafting a specific section of the standard document. The ultimate goal is to improve labour market integration, service accessibility, and support for foreign nationals, particularly vulnerable groups, by creating a more effective and standardized approach within PES.
Responsibilities
The consultant will conduct an analytical review of current career counselling and employment service standards, tools, and methodologies for foreign nationals in Poland and internationally, identifying gaps and adaptable practices. Based on this analysis, the consultant will develop recommendations for approaches, tools, and methods to support foreign nationals' labour market integration. Finally, the consultant will draft the career counselling and employment services section of the standard, incorporating feedback from IOM and stakeholders. Timely submission and quality of deliverables, including analytical reviews, recommendations, and the draft standard section, are key performance indicators.
Work Experience
A minimum of 5 years of professional experience in labour market integration is required, with at least 3 years specifically as a career counsellor. Proven experience in career counselling for foreign clients and familiarity with Public Employment Services (PES) regulations and operations are essential. Experience collaborating with relevant institutions and organizations is also noted.
Skills
Strong analytical and written communication skills are essential. Proven experience in preparing analytical reports is required. Experience in producing publications is considered an asset. Fluency in Polish is mandatory, with English proficiency being an advantage.
