Organizational Context
IOM Poland, in partnership with the Polish Migration Forum Foundation and the Ministry of Family, Labour and Social Policy, is implementing a project to standardize services for foreign nationals within Public Employment Services (PES). This consultancy contributes to the LMSI Unit under the European Funds for Social Development 2021–2027 programme, focusing on improving service delivery for foreign clients.
Job Purpose
The purpose of this consultancy is to analyze existing legal frameworks, service standards, and solutions used by Public Employment Services (PES) for foreign clients. This involves a systematic review of current tools, procedures, and practices to assess their effectiveness, identify gaps, and propose improvements. The role directly supports the project "Standardisation of Services for Foreign Nationals in Public Employment Services (PES)" by contributing to the development of minimum and extended service standards, with a focus on labor market integration, service accessibility, and the needs of vulnerable groups.
Responsibilities
The consultant will be responsible for delivering several key outputs over three months. This includes reviewing and reporting on existing legal and institutional frameworks governing PES services for foreign nationals. A structured review of available sources and solutions concerning services for foreign clients will be conducted, summarizing findings and identified gaps. Additionally, a comparative review of service standards and best practices in three selected EU Member States will be performed to identify transferable approaches. Finally, the consultant will contribute to drafting minimum and extended service standards for foreign nationals, ensuring consistency with research findings and best practices.
Work Experience
Requires at least 5 years of experience in analytical research and reviews concerning labor markets, foreign national integration, labor market institutions, and related legal frameworks/public policies. Experience with Public Employment Services (PES) and foreign national integration is an asset, as is documented data analysis and report preparation experience.
