Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. In Rwanda, under the Better Regional Migration Management (BRMM) Programme funded by FCDO, IOM implemented a Youth Business Incubator (YBI) initiative. This role contributes to assessing the outcomes and impact of the YBI programme on beneficiaries from 2024 and 2025 cohorts.
Job Purpose
This role is crucial for collecting reliable, high-quality quantitative and qualitative data from beneficiaries of the Youth Business Incubator (YBI) programme implemented under IOM's Better Regional Migration Management (BRMM) initiative in Rwanda. The data collected will be used to assess the programme's outcomes and longer-term impact on youth entrepreneurship and economic empowerment. Specifically, enumerators will conduct structured interviews to gather information on how participants have applied acquired skills, established or expanded businesses, created employment, and improved their economic well-being. The findings will inform future programming, strengthen evidence-based decision-making, and contribute to the sustainability and scalability of youth entrepreneurship interventions.
Responsibilities
The primary responsibility is to collect reliable, high-quality quantitative and qualitative data from beneficiaries of the Youth Business Incubator (YBI) programme. This involves conducting structured interviews using IOM’s standardized questionnaire, ensuring data accuracy, confidentiality, and completeness according to IOM’s data protection standards. Enumerators will attend a mandatory briefing and training session on data collection tools, ethical considerations, and interview techniques. They will conduct phone-based interviews using tablets, ensuring informed consent is obtained from all respondents. Daily debrief sessions with the supervisor are required for progress updates. Additionally, enumerators will support preliminary data cleaning and validation at the end of the data collection period and must adhere strictly to IOM’s Code of Conduct and data protection principles throughout the assignment.
Work Experience
Prior experience in field data collection, particularly in development or humanitarian surveys, is highly required. Familiarity with digital data collection tools such as KoboCollect, SurveyCTO, or ODK is also highly required.
Skills
Strong interpersonal and communication skills, with sensitivity to cultural and gender considerations. Familiarity with the target location is advantageous. Proficiency in Kinyarwanda and English is required.
