Job Purpose
The Resources Management Officer (RMO) in Côte d’Ivoire, reporting to the Chief of Mission and coordinating with regional and headquarters offices, is responsible for overseeing and managing the country office's budgetary, financial, Human Resources, and administrative functions. This includes ensuring financial accountability, managing treasury operations, preparing reports, and providing support to staff. The RMO plays a crucial role in maintaining efficient operations, ensuring compliance with IOM regulations, and supporting project managers. The position also involves supervising administrative staff, managing HR functions, overseeing supply chain and facilities, and potentially acting as Officer-in-Charge in the Chief of Mission's absence.
Responsibilities
Oversee financial management, including expenditure, accountability, and financial analysis for all country office activities. Manage treasury operations by forecasting cash flows, monitoring funds, and ensuring compliance with donor agreements. Prepare program and budget reports, review monthly accounts, and analyze budget variances to prevent project deficits. Assist in budget preparation for new projects. Provide technical support to project managers on administrative, financial, and HR matters. Implement and strengthen internal controls to safeguard assets and prevent fraud. Review payroll against budgets and ensure correct allocation of salaries. Improve existing systems and procedures for efficiency and effectiveness. Manage the Human Resources function, including recruitment and personnel administration, ensuring adherence to HR policies. Oversee supply chain services, fleet management, and premises maintenance. Liaise with legal and procurement units for agreements and purchase orders. Supervise ICT staff and train local staff on administrative and financial procedures. Participate in UN operational meetings and act as Officer-in-Charge when necessary.
Work Experience
Experience in international Financial and Human Resources Management. Field experience, including coordination with international institutions. Experience in developing and implementing administrative control procedures and coordinating external audits. Proficiency with corporate IT systems and software.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). SAP knowledge is highly desirable.
