The ICT Officer in Iraq supervises and manages the Country Office's ICT services under the Chief of Mission and Head of Resources Management.
Job Purpose
The ICT Officer in IOM Iraq is responsible for supervising and managing all ICT functions within the Country Office. This role ensures the effective delivery of ICT services across all operations, coordinating with various units and management to meet operational needs, including during humanitarian emergencies. The officer plays a crucial role in implementing IOM's global cybersecurity program, ensuring compliance with policies and standards, and providing technical advice to optimize ICT infrastructure and solutions. This position is part of IOM's internal mobility exercise, open to internal and internal-equivalent candidates.
Responsibilities
Manage and coordinate the ICT unit in Iraq, ensuring timely and accurate service delivery in compliance with IOM policies and strategy. Liaise with management and heads of units to provide adequate ICT solutions and services, including support for humanitarian emergencies. Oversee the implementation of cybersecurity controls and compliance with donor requirements and operational frameworks. Develop and maintain ICT documentation, including SOPs, Business Continuity Plans, and Disaster Recovery Plans. Analyze user requirements and provide expert advice on data-related needs, translating them into actionable business solutions. Supervise, train, and equip the ICT team to implement strategic initiatives and respond to incidents. Develop technical specifications for ICT procurements and guide technical evaluations. Act as the local liaison for ICT business relationships and cybersecurity, coordinating with various stakeholders. Perform other relevant duties as assigned.
Work Experience
Experience in overseeing Microsoft Windows and Serverless environment (LAN/WAN) administration and first-level network/desktop support in a large international organization. Experience managing ICT functions in an international organization, particularly in field settings supporting complex or post-conflict operations. Demonstrated experience in cybersecurity compliance, incident response, and maintenance, with extensive knowledge of Microsoft 365 cloud-based applications. Experience advising senior management on systems development and future business needs.
Skills
Extensive knowledge of Windows, ISA, OWA, Exchange Servers, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office 365, and Antivirus Software. Advanced oral and written communication skills, with the ability to communicate effectively with both technical and non-technical stakeholders. Knowledge of web-based development, GIS, or mapping tools is advantageous. Ability to work independently, demonstrate initiative, and maintain professional commitment. Experience with database information systems and data processing tools. Ability to handle confidential data responsibly and coach individuals effectively within a diverse team.
