The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. This role supports IOM's mission by managing key administrative functions within a country office.
Job Purpose
The Resources Management Officer (RMO) is responsible for the oversight and management of budgetary, financial, Human Resources, and administrative functions within a Country Office and/or Sub-Office(s). Reporting to the Chief of Mission and coordinating with regional and headquarters-based units, the RMO ensures efficient and compliant operations. This role is crucial for supporting IOM's mandate by providing essential administrative and financial support to staff and programs, ensuring the effective utilization of resources, and maintaining high standards of operational integrity. The RMO plays a key part in safeguarding organizational assets and facilitating smooth program delivery.
Responsibilities
The Resources Management Officer (RMO) will oversee financial management, including expenditure monitoring, accountability, and financial analysis, in coordination with the Chief of Mission (COM) and Senior Regional Resources Management Officer (SRRMO). Responsibilities include treasury management, cash flow forecasting, fund control, and ensuring compliance with donor agreements. The RMO will prepare program and budget reports, review monthly accounts, and conduct financial analysis of projects to prevent deficits. They will assist in budget preparation for new projects and provide technical support to project managers on administrative, financial, and HR matters. The role involves maintaining internal controls, inspecting payroll, and recommending improvements to systems and procedures. Additionally, the RMO will manage the Human Resources function, oversee supply chain services, manage vehicle fleets and premises, and liaise with legal and procurement units. Supervision of ICT staff and training of local staff on IOM policies are also key duties. The RMO may serve as Officer-in-Charge in the COM's absence.
Work Experience
Required experience includes financial and Human Resources management at the international level, field experience with international institutions, supervising administrative control procedures, coordinating external audits, and proficiency with corporate IT systems and software.
Skills
Key skills include knowledge of IOM/UN finance, Supply Chain, and HR procedures; advanced Microsoft Office proficiency, especially Excel; knowledge of International Public Sector Accounting Standards (IPSAS); and familiarity with Oracle (highly desirable).
