Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It works with governments and partners to save lives, protect migrants, address displacement, and facilitate legal migration pathways. The Resources Management Officer (RMO) role supports the Chief of Mission and collaborates with regional and headquarters offices, overseeing administrative functions within the Country Office.
Job Purpose
The Resources Management Officer (RMO) is responsible for the comprehensive supervision and management of budgetary, financial, Human Resources, and other administrative functions within the IOM Country Office and any sub-offices. This role ensures the efficient and compliant operation of these critical administrative areas, providing essential support to all staff. The RMO works under the direct supervision of the Chief of Mission, maintaining close coordination with the Senior Regional Resources Management Officer, the Department of Financial and Administrative Management at Headquarters, and the Global Shared Services Centre. The purpose is to maintain robust administrative systems that enable the Country Office to effectively implement its mandate and support people on the move, ensuring accountability and adherence to IOM's standards and procedures.
Responsibilities
The Resources Management Officer (RMO) is accountable for overseeing the financial management of the Country Office, including expenditure monitoring, financial analysis, and budget control to prevent deficits. This includes managing treasury functions, forecasting cash flows, and ensuring funds are disbursed according to donor agreements. The RMO is responsible for preparing financial and budget reports, reviewing monthly accounts, and assisting in budget preparation for new projects. They provide technical support to project managers on financial, administrative, and HR compliance. The role involves maintaining internal controls, inspecting payroll, and recommending improvements to systems and procedures. Additionally, the RMO manages the Human Resources function, advises on recruitment and personnel administration, and ensures HR policies are correctly applied. They also oversee supply chain services, including contracts, fleet management, and premises maintenance, and liaise with legal and procurement units. Supervision of ICT staff and training of local staff on administrative and financial procedures are also key duties. The RMO may participate in UN meetings and serve as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Required experience includes financial and Human Resources management at the international level, field experience with coordination and cooperation with international institutions, and experience in developing and implementing administrative control procedures, including coordinating external audits. Proficiency in using corporate Information Technology (IT) systems and software is also necessary.
