Job Purpose
The Resources Management Officer (RMO) is responsible for supervising and managing the budgetary, financial, Human Resources, and administrative functions for the IOM Country Office in Burkina Faso and its sub-offices. This role involves close coordination with the Chief of Mission, Regional Office, Headquarters, and the Global Shared Services Centre. The RMO ensures the efficient and effective administration of resources, providing essential support to staff and contributing to the overall operational success of IOM's mission in the country. The position plays a critical role in maintaining financial integrity, compliance, and operational support.
Responsibilities
Oversee and manage financial operations, including expenditure, accountability, and financial analysis, ensuring compliance with donor agreements and IOM regulations. Supervise treasury functions, forecasting cash flows, and controlling funds. Prepare and review financial and budget reports, analyze variances, and prevent project deficits. Assist in budget preparation for new projects. Provide technical support to project managers on administrative, financial, and HR matters. Maintain internal controls to safeguard assets and prevent fraud. Manage the Human Resources function, including recruitment and personnel administration, ensuring adherence to HR policies. Oversee supply chain services, vehicle fleet, and premises management. Liaise with legal and procurement units for agreements and contracts. Supervise ICT staff and train local staff on administrative and financial procedures. Participate in UN operational meetings and may serve as Officer-in-Charge in the absence of the Chief of Mission.
Work Experience
Requires five years of relevant professional experience with a Master's degree in Finance, Accounting, Business Administration, Management, or a related field, or seven years of experience with a University degree in the same fields. Professional certification is considered an advantage.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). Knowledge of SAP is highly desirable.
